1 1. Luton Culture A lump sum quotation is sought for the Architectural Design to be undertaken as follows: Development Phase Works up to and including RIBA Stage 3 (including preparing planning application); Allow for monitoring and concluding planning submission. Implementation (complete scope subject SEMLEP grant funding) Conclusion of RIBA Stage 4 works by March 2018 including discharge of all planning conditions; Conclusion of RIBA Stage 5 & 6 by May 2019; Optional Cost for RIBA Stage 7 to be undertaken 24 months after practical completion. The location of the projects are: Hat House, 32 Guildford Street, Luton 2. Introduction and Background In 2016 Luton Culture completed a series of investigations and research initiatives to explore the viability and feasibility of the future use of 32 Guildford Street Luton. 32 Guildford Street is a former hat factory in the Plaiters Lea Conservation Area, and. It occupies a strategic location on the corner of Guildford Street and Bute Street, and would be at the heart of the Hat District proposed by Luton Culture. 32 Guildford Street is also located on the main access route between Luton Station and The Mall, this route attracts an annual footfall of 1.75 million people per year. Luton Culture Trust has taken the freehold of 32 Guildford Street to safeguard this important heritage building and ensure a high quality capital programme and robust business plan bring it into sustainable economic use. The business model will: Significantly enhance the quality of the built and historic environment in central Luton. Contribute to the Economic Development and cultural vitality of place
2 Animate of a Cultural Quarter, which would add vibrancy to the Town Centre. Initial work has been undertaken to prepare options for the internal use of the space and a feasibility undertaken, with start up business units on the upper floors, food outlet/ street food market in basement and creative retail market on ground floor level as the current proposal. The following documents are available on request: Hat District Project outline (all four sites) Luton Culture Programme Prepared by Hewitt Freeborn Revitt model of 32 Guildford Street 3. Budget It is estimated that the total cost of the project will be in the region of 1.5 million. The construction cost of the project covered in this brief is estimated to be circa 0.9m including contingencies and inflation. This project will be procured by Luton Culture following their procurement policy and the European Union rules on public procurement of services policy as per funder guidelines (SEMLEP). 4. Work undertaken to date Initial survey, strip out and fabric repair works will be undertaken prior to commencement of the fit out programme. A cloud point survey has also been completed. The repair works will include like for like window replacement but exclude main entrance doors A detailed market needs assessment was also completed and a model for skills and workforce development created to outline the proposed activities. 5. Scope of Services The overarching scope is that as defined by the RIBA Plan of Work 2013 version and includes the role of Lead Designer, Architect and Principal Designer as defined by the CDM Regulations All 3 roles should be clearly and separately identified within your fee submission. We would also like consultants to quote to take the project further to RIBA stage 7.
3 Services required include: 1. Assist in the selection and appointment of additional consultancy services including, where required: a. Civil and Structural Engineer b. Building Services Engineer c. Specialist Designer services including i. Building surveying (already appointed) ii. Interior design iii. Planning Consultant d. Clerk of works 2. Implementation of the Design Brief in the form of a Concept Design to RIBA 2 to include outline proposals for spatial and structural alterations and in conjunction with other consultants, building services systems, interior design and repairs, supported by an outline specification sufficient to develop a robust cost plan. This should be presented as an illustrated report with appendices and enable the client team to sign off RIBA stage 2 as a milestone. These services include all necessary discussion with the Client and partners including English Heritage. 3. Once signed off, and in conjunction with other design team members lead the team to develop a Design to RIBA Stage 3 including preparing a Stage 3 Report for presentation to the Luton Culture Board for sign off prior to HLF submission and planning application. 4. Development of the requirements for the delivery phase to RIBA 7 as outlined in 1 above confirming key requirements and constraints, giving a breakdown of your fees for this work to cover Lead Designer, architectural services and Principal Designer services in accordance with the CDM Regulations Undertake planning pre application consultation with the Local Planning Department and prepare and submit a detailed planning application simultaneously with the HLF round 2 application including all necessary planning submission documents. 6. Liaise with planning officers during the planning period and undertake all necessary work to discharge any planning conditions; include time for attending any planning committees or public consultations that may be required 7. Prepare and produce a Conservation Plan and Management and Maintenance Plan. 8. Liaison in public art design/development 6. Appointment Your appointment will be based on the RIBA Standard Conditions of Appointment 2010 (2012 Revision) with Schedules RIBA Plan of Work 2013 compatible version).
4 You should note that you may be required to enter into a Collateral Warranty, largely in the form attached and should you have any observations on this form of Warranty they MUST be submitted with your tender. Amendments to this form of warranty will not be accepted after the tender period and if you are successful but unable to enter into the agreed form then your tender will be deemed to have been non-compliant and your appointment will be immediately terminated. As part of you tender submission you should provide the following: Evidence of Professional Indemnity Insurance for 5m each and every; Evidence of Employers Liability Insurance for minimum 5m; Evidence of Public Liability Insurance for minimum 10m. In the event the successful architects fail to deliver against the brief and budget or where the design falls short of the creative vision of the project team, or if the HLF second round funding is not secured, the client reserves the right to terminate the contract with an agreed notice period and agreed settlement against work to date. 7. Appointment of Other Consultants The initial project development may also need to be informed by the work of a number of other consultants, all of whom should have experience of working in historic buildings: These consultants will be procured separately but as outlined above will be led by the Architect as Lead Designer 1. Structural Engineer. To assess the likely cause of any possible structural movement. 2. Services Engineer. To survey the existing mechanical and electrical services within the building, leading to a holistic environmental, services and energy strategy, to include issues such as fire engineering. 3. Damp and Environmental Consultant. To investigate any damp) through a survey with mortar sampling; To identify fungal decay and infestation in timber; to set up environmental monitoring and assess the risks associated with damp; to recommend conservation repairs and environmental control. All the consultants listed above should present their work as an integral part of the Architects RIBA Stage 2 And 3 reports and the Architect is wholly responsible for ensuring a fully coordinated design and reporting process
5 The project covers the area as shown in the feasibility report. A site visit with Client team will be vital to ensure the new development plans are fully captured in your considerations. 8. Timescales Initial timelines is as follows Oct 17 to Nov 17 - Appointment of Architects Nov 17 to Jan 18 Development of RIBA stage 3 design Jan 18 to March 18 Development of RIBA stage 4 design March 18 to Apr 18 Procurement of main contractor Apr 18 to March 19 - Project delivery 9. Tender Return Your tender for these works must be returned by no later than 12 Noon on Friday 20 th October; Luton Culture will confirm appointments no later than Monday 6 th November You should provide a lump sum fee based upon providing the information detailed above. All returns must follow the instructions supplied in the invitation to tender documents to avoid disqualification. Failure to meet the return deadline will result in the tender submission being rejected. It is the tenderers responsibility to deliver the tender on time. Tenders can be delivered at any time in advance of the deadline. The Trust considers all applications that are received on time using a supplier appraisal process. This assesses the submission against certain qualifying (PQQ) or award (Tender) criteria.
