3 1 BRIEF INTRODUCTION TO THE CENTRE Mission The Centre for Social and Development Studies and the School of Development Studies, as a multi-disciplinary research and graduate teaching institution, sees its role as: 1 being a catalyst in the process of socio-economic and political transition through the delivery of academically sound basic and comparative development research for policy makers, actors and the intellectual community involved in reconstruction in South Africa and the KwaZulu-Natal region; 2 building capacity to deal with development problems through its graduate teaching programme; 3 promoting affirmative action in terms of race and gender through the training and qualification of researchers. New strategic direction In 1996 a new strategic direction was adopted for CSDS, with the primary focus on research and teaching in Development Studies and Reconstruction Issues in South Africa. CSDS also formally linked up with the School of Development Studies which offers a Masters coursework programme and graduate research in Development Studies and draws on the specialist knowledge of the researchers in CSDS as well as the broader faculty of the University of Natal. PhD supervision in development studies is also offered through the School. In terms of its new direction CSDS aims to be the premier development institution in South Africa. Main activities The Centre is a multi-disciplinary research organisation within the University of Natal, strategically focusing on development and reconstruction issues. Research activities currently focus on the following areas: economic policy, international trade, welfare and social security, social policy* rural development, youth and gerontology, poverty and violence, industrial restructuring, quality of life and rural-urban linkages. The Indicator Project South Africa publishes the quarterly journal INDICATOR SA, a monitor of social change and development in Southern Africa. Indicator Press operated as an independent publishing house until it CSDS ANNUAL REPORT 1996 I

4 was closed at the end of A research centre The work produced by the Centre for Social and Development Studies is widely known. Over the past decade more than 350 titles covering numerous topical issues in South African society have been made available to the public for purchase. Publication series include research reports, working papers, fact papers, monographs and occasional papers, conference proceedings, and journal articles. The Centre also operates as a Resource Centre through its extensive library to provide socio-economic and other data, particularly on the KwaZulu- Natal region, for interested sectors within and outside the University. CSDS is an integral part of the University of Natal and is financed in the same manner as other University departments. 8 4 OVERVIEW OF STAFF ACTIVITIES Economic development Environment Gender Indicator SA Working on the manufacturing sector, Mike Morris was part of the consulting team producing the development vision and strategy for KwaZulu-Natal commissioned by the Ministry of Economic Affairs. Imraan Vaiodia analysed the relationship between trade policy and productivity in the South African manufacturing sector with the aid of a number of econometric models. He also examined the effect of trade liberalisation on women s employment in the South African manufacturing sector.. Zarina Patel was actively involved in Durban s Local Agenda 21 Programme which aims to develop an environmental strategy and action plan for the Durban Metropolitan Area based on the principles of sustainable development and community participation. As a member of the environmental group of the Cato Manor Development Association, she published her MSc thesis entitled: The planning of Cato Manor: lessons for the reconstruction o f South African cities. Francie Lund and Imraan Vaiodia were part of the Women s Budget initiative to examine the gender impact of key components of the government budget. Imraan Valodia s research analysed the impact of the budget on women s work while Francie Lund s focused on women s unpaid and low paid work as hidden costs in the health and welfare budgets. Indicator SA produced four issues each of the quarterlies: Indicator SA and Crime and Conflict. The Indicator SA articles, written by academics and policy makers from around the country, covered themes such as the Mandela personality cult, health policy debates, housing issues and problems around illegal immigrants. It also dealt with industrial, economic and development issues as well as local, regional and 6 C S D S A N N U A L R E P O R T 1996

9 national government. Among many other topics, Crime and Conflict covered white collar crime, the National Crime Prevention Strategy and the activities of Pagad in the Cape. Indicator Press published than nine books: Affirmative Action and Transformation; Down To Earth: Land Demand in the New South Africa; Changing Place Names; Racism, Xenophobia and Ethnic Conflict; Freedom in Our Lifetime; Political Economy and Identities in KwaZulu-Natal: Historical and Social Perspectives; Land, Labour and Livelihoods in Rural South Africa Volumes One and Two; and Perceptions of Development in KwaZulu-Natal: A subjective indicator study. Industrial policy Land policy National research and statistical initiative Mike Morris headed the KwaZulu-Natal Industrial Restructuring Project to investigate the international competitiveness of manufacturing industry in KwaZulu-Natal in conjunction with Raphael Kaplinsky of the IDS at Sussex University and John Bessent of the University of Brighton. The project focused on a number of industrial pipelines - autos and components (under Justin Barnes), clothing (under Karen Harrison) and textiles (under Kabelo Reid). Also part of the project, Imraan Valodia investigated whether exporting is associated with efficiency gains. Catherine Cross served on the Advisory Group for Reform of Traditional Land Tenure for the Department of land affairs. Valerie MoIIer served on the Advisory Committee of the 1996 Population Census and the October Household Survey. Francie Lund served on the Management Committee of the South African Participatory Poverty Assessment. She also served on the scientific panel of Health Systems Trust s assessment of research programmes. Imraan Valodia served on the Advisory Committee of the 1996 manufacturing census. 14 Quality of life Race relations Rural Development Valerie Mailer headed the Quality of Life and RDP Monitoring Unit to promote the measurement and analysis of social indicators and studies of quality of life of South Africans. The Unit initiated a number of projects dealing with quality of life trends, student quality of life, youth perspectives and quality of life issues among older women. It also investigated the impact of rural development on the quality of life of rural women, social reporting and perceptions of development in KZN, particularly perceptions of service delivery and popular contentment, happiness, identity and national pride. The Unit brought together South African academics to compile a Social Report on South Africa which will go to press in As head of the Maurice Webb Race Relations Unit, Paulus Zulu served on the Pontifical Academy in Rome and read a paper at the Academy on Africa and Democracy. He also served on the Advisory Forum of the Deputy State President. Catherine Cross headed a policy research project looking into the relation between land reform and urbanisation for the Development Bank and the Land and Agricultural Policy Centre (LAPC), in cooperation with the University of Stellenbosch. The project explored the vital link between land demand and the large-scale demographic movement toward the cities, and put the case for peri-urban agriculture as the most effective way forward for land redistribution. The Second Interim Report was published as Locating Productive Small Farmers: population shifts and land reform on the Eastern Seaboard and has been circulated widely in policy circles. Mike Morris and Justin Barnes undertook a research project for the LAPC on KwaZulu-Natal s rural institutional framework and local service delivery. Francie Lund was on the Management Committee of the South African Participatory Poverty Appraisal 8 CSDS ANNUAL REPORT 1996

15 which commissioned studies about especially rural poverty and development strategies. Rural Livelihoods Violence and urbanisation Welfare Visiting Fellows Several CSDS members of staff worked on a joint project to research rural livelihoods with international researchers Merle and Michael Lipton of IDS at Sussex University. Libby Ardington coordinated the KwaZulu-Natal part of the project which produced the book Land, Labour and Livelihoods in Rural South Africa, Volume Two: KwaZulu-Natal and Northern Province. LibbyArdington and Francie Lund s contribution relates to the role of the state and in particular welfare in rural livelihood creation, Paulus Zulu s to rural politics and the Rural Urban Studies Programme s to land reform and the environment. Mike Morris continued researching and publishing on the roots of violence and its impact on the social structure and dynamics of metropolitan Durban. Together with Zarina Patel, he undertook a study on violence and sustainable development. Francie Lund chaired the Lund Committee on Child and Family Support for the National Department of Welfare. The Committee proposed fundamental redistributive reforms to aspects of social security. Libby Ardington made a number of statistical analyses of the provincial and national welfare budgets for input into the Lund committee. In addition she prepared a submission on the importance of the old age pension as a redistributive mechanism for the Joint Standing Committee on Finance on the Smith Committee Recommendations. Professor William Munro from Northwestern University in Chicago analysed institution-building for rural development in the context of farming communities in KwaZulu-Natal. Dr Robert Nurick from the Institute of Development Studies at Sussex University researched the way in which environmental concerns are incorporated into various perspectives CSDS ANNUAL REPORT

16 within the economics discipline.
