His supervisor was Dr. Kenneth Wiltshire, AO, JD Story Professor of Public Administration at the University of Queensland. The subject of the PhD thesis was, Integrated Planning is possible within a Federal Westminster System of Government. Upon immigration to Washington, DC in January, 2000, to take up his appointment at the Urban Land Institute, Geoffrey Booth had to withdraw from the PhD program (without penalty) due to his non residence in Australia. The research completed in the PhD program was published in the journal Queensland Review Geoffrey Booth, Achieving Integrated Planning in a Federal Westminster System of Government, Queensland Review, August 2000, p.53. 3 Director, Corporate Development, General Manager, and Company Director Brisbane City Council, Australia Urban Planner, Development Control Officer, Policy Adviser, and founding Director of Office of Economic Development RESEARCH and PUBLICATIONS Dissertation and Theses On the Outside Looking In The State of Regional and Town Planning in Queensland as at 1977 : my undergraduate dissertation reviewed and analyzed current planning legislation, statutory instruments, and policy; statistically analyzed the planning schemes in the state; reviewed print media coverage of planning issues; and, included comprehensive interviews of political, business, professional, and community leaders of the time, in order to ascertain the precise state of Regional and Town Planning in the state of Queensland. The Local Government Court and its Relationship to Town Planning in the City of Brisbane : my Master s thesis involved the statistical analysis of all planning applications, development, subdivision, rezoning and regulatory relaxations lodged and determined by the Brisbane City Council from the date the Local Government Court was established in 1966, to June The data was then correlated with the numbers of appeals lodged, withdrawn, and determined by the Court arising from these applications. The planning principles distilled from the Statement of Intent, which formed part of the statutory Town Plan for the City of Brisbane, were used as the criteria for determining whether or not the Court, in its determinations, had advanced the cause of town planning in the City of Brisbane. Integrated Planning is possible within a Federal Westminster System of Government: the subject of my PhD studies (not completed) was the review of the intergovernmental structure and the constitutional and operational division of powers and taxing responsibilities in the Australian and Canadian systems of government. The history of planning legislation and public policy formulation in each system was then dissected and used to assess two case studies, one in Queensland, Australia and the second in British Columbia, Canada. The thesis would thereby be tested as to whether or not integrated planning was possible within a federal Westminster system of government. Current Research in Progress Geoffrey Booth has pioneered research in two areas: Sensory Law: Page 3 of 7
4 The thesis for this research initiative: Virtual representation of a proposed development can deliver a sensory experience of place that would allow assessment that is superior to current written planning and development law. Preliminary research has been published in Planner journal and presented in addresses to the Property Council of Australia, American Planning Association, and the American Society of Landscape Architects conferences. (For details, see Publications Articles, and Presentations.), and, The Sustainability Dividend: The thesis for this research initiative: When the cost of running a quality real estate asset is minimized through astute design choices, and the application of environmentally responsible performance-based solutions, net rent is maximized and capital value increased. Preliminary work has been published in Residential Developer and presented in addresses to the SYMA, FMA, American Planning Association and the 4 th Ajman International Urban Planning conferences. In 2010 Geoffrey produced the CARC sustainable development digest which profiled faculty within the College of Architecture and the work they were undertaking related to the sustainability dividend. In 2011 I created a YouTube channel and published on-line my address to the PCA in Sydney in March, 2008: Since coming to Texas A&M University, Geoffrey has collaborated with Professor Dennis Jerke, the author of the 2008 ULI book, Urban Design and the Bottom Line. A number of case studies have been undertaken using the quadruple bottom line methodology which now incorporates Geoffrey Booth s work on sensory law and the phenomenology of place: Scroll down until you get to Learning how to Create Real Estate Value (2010 YouTube Films) and the pdf reports on each. The research case study on Millennium Park undertaken in Summer 2011 was funded partly by the Landscape Architecture Foundation, the Department of Landscape Architecture and Urban Planning, the Dean of the College of Architecture and myself from my start-up funds. This case study is in the process of being published on-line by the Landscape Architecture Foundation as part of its peer reviewed series: Four additional projects, including a case study on Woodall Rogers Freeway deck park in Dallas, Texas, which incorporates an analysis using all five of the senses are currently being finalized: Page 4 of 7
5 Film at: Importantly, this research draws on the Education First principles, where academic research enriches teaching and provides service to the community. Geoffrey is in the early stages of collaboration with Dr. Mark Clayton in the development of computer simulation tools to enhance the conceptualization, design, delivery, and management of real estate projects at various scales. Preliminary discussions have commenced with the TAMU College of Engineering (Dr. Nancy Amato) to determine whether there is scope to collaborate on work they have undertaken to produce a predictive model of human route behavior. A grant drafted by Dr. Clayton and Geoffrey Booth including a wide range of interdisciplinary faculty at Texas A&M has been made under the program title, Real Projects which is designed to integrate teaching, research and service.
