Borrie left the Board in As new members of the Board were appointed Prof. Dr. J.S. CramerandDr. W.H. Roobol. Prof. Dr. J.C. Blom, who together with Prof. Wieringa constituted the executive committee of the Board, did not offer himself for re-election at the end of the year. Prof. Blom has rendered invaluable services to the Institute under sometimes difficult circumstances, for which the Board owes him much gratitude. -7-

Bernardo-Dos Santos Rodrigues Personnel changes In 1983 the Institute had 10 vacancies of which only 1 could be filled. Drs. M.M. van der Linden succeeded F. Kool as editorial adviser of the International Review of Social History. The 9 remaining vacancies could not be filled. For several projects with an urgent character, such as the conservation of the collections and two documentary source publications, temporary collaborators could be engaged. a total of nineteen have been contracted for Furthermore, the youth unemployment relief act provided the means for 9 more -10-

13 temporary members of the Institute's personnel. On March 31, Ir. A.A. Smirnov left the Institute, having reached the retirement age. For a considerable number of years Ir. Smirnov has assisted Mr. Sapir in editing the "Russian Series on Social History". Mr. Ch.B. Timmer left the Institute per July 1, as head of the publications department. During the second half of the year he advised the Institute in matters of publication, especially concerning the third volume of the "Archives de Jules HumbertDroz", whichis toappearin Mr. Timmer joined the IISG in 1959, as head of the Eastern European department. After this he became head of the Publications department and deputy director of the Institute. Mr. Timmer has contributed great services to the IISG. Ms. J.A. Hoffman-Collins of the store department left the Institute to take up a function elsewhere. -11-

ORGANISATION This year the impending reorganisation occupied a large part of the discussions both in the advisory committee to the director ("Beleidsraad") and the departments, including the organisation of decisional and organisational tasks between management and personnel. De Beleidsraad [Policy Council] consisted of J.R. van der Leeuw, H. van der Burch,E. Koen,W. RooseandJ.M. Wekker. The Beleidsraad installed committees for research policy, collections, finances, and accommodation. The annual general meeting, held on December 19, continued its mandate to the Dienstcommissie for another half year, till the election of the official one. The Dienstcommissie [participation committee] consisted of J. Gielkens, D. Mulder, M. Schrevel. H. Staphorst, and I. Timmer. The Dienstcommissie and the Director met 16 times. Hans Staphorst and Margreet Schrevel attended the Board meetings as an observer. After two meetings, Ms. Schrevel was succeeded by Ms. Mulder. Important issues were the reorganisation and the future organisation of the employees' participation in public institutions as negotiated between the Ministry and the Unions. It was decided to have one Dienstcommissie for each of the KNAW institutes rather than one for all institutes together. The work committees continued their work (see annual report ), accounting for the gradual changes that were introduced during the year. A new committee was the Working Group Embellishment Canteen Walls, consisting of M. IJzermansandJ. Gielkens, which started a series of art exhibitions. Reorganisation A committee of the Board compiled a policy notice, which was accepted by the Boards of the IISG and the Royal Netherlands Academy of Arts and Science (KNAW), and, on August 4, presented to director and personnel. This notice provided for the following measures: 1. Dr. E.J. Fischer of the State University of Utrecht's History Faculty was appointed managing director from This engagement will be for one year, allowing for an extension of one more year. As a director Dr. Fischer is responsible for the entire Institute's business. 2. As external advisors Prof. Dr. E. Braches and Drs. J. van Heijst prepared an advice on the organisation and management of the Library. Dr. F.C.J. Ketelaar and Drs. J.N.T. van Albada did this for the Archives department. 3. A "Commissie Uitvoering Beleidsnota" (CUB) [Committee for the Execution of the Policy Notice 1983] was installed. This committee was to supervise the implementation of the policy plans. Members of this committee were W. Thomassen, chairman, Prof. dr. Th. vanthijn, representing the board of the KNAW Institute IISG and the Foundation IISG. Drs. W.R. Hugenholtz, from the Royal Dutch Academy of Sciences was appointed secretary of the committee. -13-

16 Dr. E.J. Fischer and F.E.H, van Haersma Buma participated as advisers. J. Gielkens represented the Institute's personnel. The organisation of the IISG is expected to take two years. During this period the personnel formation will not be changed. 4. FINANCE The Ministry of Education and Sciences provided a subsidy of Dfl. 5,131,000 for salaries and other personnel costs, a subsidy for material costs of Dfl. 435,000, and accommodation for costs for the Kabelweg building of Dfl. 780,654. The costs for the "Ceres" annexe is a point of discussion between the City of Amsterdam and the IISG. The Netherlands Organisation for Pure Scientific Research ZWO provided a subsidyof Dfl. 40,000 for the "Russian Series on SocialHistory" and Dfl. 157,400 for the "Archives Bakounine". The Friedrich Ebert Stiftung in Bad Godesberg/Bonn provided a subsidy of Dfl. 213,937forthe "Trotsky"project. The Volkswagen Stiftung in Hannover, subsidised the "Trotsky" and "Moscow Trials" publications projects with an amount of Dfl. 213,937. The Atran Foundation in New York gave a subsidy of Dfl. 13,400 for the "Russian Series on Social History" series. The Ministry of Education and Sciences provided a subsidy of Dfl. 99,000 for the microfilming of the CNT/FAI archives. COBIDOC gave a subsidy for material costs for the library of Dfl. 261,000. The PICA (library automation subsidy) account, in 1983 Dfl. 31,000, was again notused. "De Centrale" Life Insurance Company, The Hague, provided again a subsidy of Dfl. 10,000 for the Foundation for the Conservation of Materials in the Field of Social History. The IISG received an amount of Dfl. 93,783 for the sale of books, reproduction of material, royalties, etc. The total material subsidies the IISG received in 1983 amounted to Dfl. 515,000. The Institute expresses its gratitude for the generous help extended by all institutions mentioned. 5. ACCOMMODATION In its meeting of March 16, the Board approved of a "Huisvestingsnota" [Accommodation Notice] which outlines the requirements for the accommodation of the Institute for the middle and long term. An important requirement is the improvement of the air conditioning of the storage rooms, the -14-

17 reading room, the internal rooms on the third floor and the restoration department. Another point of concern are the storage rooms, which are nearly full. At the end of the year air conditioning was installed in the library and archive's storage rooms. An option to 800 m 2 storage room was obtained in another part of the Kabelweg building complex. As to the accommodation of the Institute in the long term the ministry of Education and Sciences has not yet taken a decision. -15-

19 6. LIBRARY Organisation The vacancy for head of the catalogue department remained open. It was not possible to harmonise the requirements and the facilities offered. As a result, once more, it was not possible to join PICA (project integrated catalogue automation). Acquisition The acquisition budget remained nominally the same, which meant an actal cut of 10%, posing a serious problem for the acquistion. As an experiment, budgetting per research department was introduced. The Institute received some 13,000 books and leaflets, of which 4,600 were incorporated in the library. Much "grey material" (pamphlets, leaflets, internal periodicals, etc.) could be acquired this year, especially of Latin American origin. Periodicals The incoming number of periodicals was nearly 2,300 subscriptions. Among the many valuable gifts the Institute received were a large number of old periodicals, among which a volume of the FNV. Catalogue Around 4,400 title descriptions were made. Conservation The conservation of the Latin American collection received special attention this year pages of original documents were restored by a private firm. Over 3,000 books, pamphlets and periodicals were bound. Reading Room In 1983 the Library reading room received some 7,000 visitors who consulted ca. 28,000 books, pamphlets and periodicals. Photography and Reproduction Department The production increased considerably, both for internal and external use: 662,000 photocopies and more than 23,000 meters of duplicate film were made. -17-

20 7. ARCHIVES Organisation A structural understaffing continues to pose a serious problem for the archives department. Acquisition The Institute received some 240 m. of archives, mainly supplements to existing collections, of which the following must be mentioned especially. Of special interest are the following archives. A complete list of the archives the IISG received in 1983 is included in the Appendix. The archives of the Pacifistisch Socialistische Partij, the Quatrième Internationale Posadiste, the Algemene Nederlandse Onderwijzers Federatie, the ONederlands Handelsreizigers en Handelsagenten Vereniging, the Nederlands Verbond van Directies en Leerkrachten bij het Beroepsonderwijs en van Consulenten bij het Leerlingwezen, the Utrechtse Studentenfaculteiten and correspondence between Henry Jacobs and Paul Fröhlich, and the collections Minna Cauer, Leo Lande en L. Bromers, a supplement to the collection H. Janitschek, and a large collection of documents concerning the labour movement in Puerto Rico. [Pacifist Socialist Party] [General Dutch Teacher's Federation] [Dutch Commercial Traveller's Union] [Dutch League of Directors and Consultants in Vocational Education] [Utrecht University Student Society] Some hundred hand-written bulletins of the military staff of the Moscow district covering the period between July 11 andoctober28,1917 are an exceptionally valuable acquisition. Reading room Some 62,000 archival documents were consulted (1982 nearly 70,000). Microfilms The Anarchism department took part in the preparation and supervision of the microfilming of the CNT-FAI archives. 8. ICONOGRAPHICAL DEPARTMENT Acquisitions The number of acquisitions for 1983 is nearly 5,800 pieces of pictorial documents. A large number of photographs was exchanged with the Institut für Marxismus-Leninismus in East Berlin. Of special interest is the purchase of a collection of posters by Albert Hahn Jr. -18-

At the meeting on the occasion of the 1 OOth birthday of Karl Marx' death on March 13, at Trier, organised by the Friedrich Ebert Stiftung, the IISG was represented byj.r. van der Leeuw, M. HuninkandP. Huizinga. At the congress on "Karl Marx in Africa, Asia, and Latin America", March 13, following the Karl Marx commemorative conference of the Friedrich Ebert Stiftung, F. Tichelman spoke on "Marx and Indonesia". At the colloquium "L'Oeuvre de Marx- un siècle après", at the University of Paris X, March 17-20, the IISG was represented by J.E. Rojahn. J.R. van der Leeuw and J.M. Wekker attended the the annual conference of the ITH at Linz, Austria, on September J.M. Wekker contributed a lecture on "Zwischen Wirklichkeit und Traum: die Stockholmer Friedenskonferenz von 1917". The annual meeting of the IALHI, following the ITH conference, was attended by J.R. van der Leeuw and P. Huizenga. Rudolf de Jong held lectures in Barcelona (Universidad Autónoma) and in Gijon on anarchism and the IISG's Spanish collections. At a meeting in commemoration of the 70th birthday of Prof. Shlomo Na'aman at Essen, J.R. van der Leeuw delivered a speech. Prof. Na'aman was presented with a Festschrift. He has published books on Moses Hess and the German workers' movement. Jansen delivered a speech, "Government Partners of the Bolsheviks. The Socialist-Revolutionaries in the Far East Public ", at the annual meeting of the American Historical Association at San Francisco. The Institute received many visitors from abroad. Special mention deserve the working groups of the Institutes of Marxism-Leninism of Berlin-East and Moscow, and the visits of Prof. Oberlander of tthe University of Munster with his students. 12. EXHIBITIONS On the occasion of the 1 OOth anniversary of Karl Marx' death the Institute organised an exhibition on his life and works, in the Kabelweg building, from March through June. In the fall, also in the Institute's building, an exhibition was organised on '60 years peace movements in the Netherlands'. On the occasion of the 175th anniversary of the Koninklijke Nederlandse -25-

28 Akademie van Wetenschappen KNAW the IISG presented a one-day exhibition in the Trade Fair building in Utrecht. The photographs used for this exhibition are now on display in the meeting room of the Institute. For this occasion a new List of Publications was published.
