3 2 NC A&T Chancellor s Report NC A&T Chancellor s Report Record Enrollment Fall enrollment reached an all-time highlights { } Academic Affairs New Initiatives Two interdisciplinary Ph.D. programs Energy and Environmental Studies and Leadership Studies enrolled their first cohort of students in August In addition, approval was granted to plan for a Ph.D. program in Computational Science and Engineering. A state-of-the-art science building became the new home of the Chemistry and Psychology departments in January The 74,100-square-foot structure replaced aging Hines Hall. The Negro Educational Review academic journal relocated to North Carolina A&T State University. Administrative Transitions Janice G. Brewington was appointed interim provost and vice chancellor for academic affairs, effective May 1, Carolyn W. Meyers, who served as provost and vice chancellor for academic affairs for six years, announced Feb. 3, 2006, that she had accepted the presidency at Norfolk State University, effective July 1, James J. Gooch was hired as director of the new Institute of Public Health at North Carolina A&T State University. The Institute s mission is to improve the public s health and address health disparities through interdisciplinary discovery, learning and engagement. The IPH also seeks to focus on environmental, social, educational and economic factors that impact health in the underserved and underrepresented populations. Joseph L. Graves Jr. was hired as dean of the new University Studies program. University Studies is the revamped general education core curriculum program. Whitley, Journalism and Mass Communications, College of Arts and Sciences Administrator of the Year Alton Thompson, Dean, School of Agriculture and Environmental Sciences high of 11,103 that included 9,735 students enrolled in undergraduate programs and 1,368 students pursuing graduate studies. { } Research Carnegie Foundation Reclassification North Carolina Agricultural and Technical State University received the Carnegie Foundation classification of High Research Activity during the year. That designation is shared by only 108 universities in the nation, only three historically black colleges and universities (HBCUs) and only two universities in the University of North Carolina System. The High Research Activity designation is the second highest ranking bestowed a university. The Division of Research and Economic Development (DORED) administers and manages research and sponsored programs as well as outreach and technology transfer for the University. The Division is made up of the Office of Research Services, the Office of Sponsored Programs, the Office of Compliance and the Office of Outreach and Technology Transfer. DORED coordinates interdisciplinary funding opportunities among the University s colleges and schools and assists in transforming research into viable economic opportunities. Sponsored Programs Funding From July 1, 2005, to May 31, 2006, A&T submitted 360 proposals totaling $110,176,910. A total of 264 awards were received for a funded amount of $38.6 million. Industry Sponsored Research The Division of Research and Economic Development exceeded its goal for industry sponsored research by attracting over $1 million. Nearly all major Department of Defense contractors now have contracts with North Carolina A&T. Outstanding Researchers Rookie of the Year - Salil Desai, Assistant Professor, Industrial Engineering, College of Engineering Outstanding Young Investigator - Omoanghe Isikhuemhen, Assistant Professor, Natural Resources and Environmental Design, School of Agriculture and Environmental Sciences Senior Researcher of the Year - Abolghasem Shahbai, Professor, Natural Resources and Environmental Design, School of Agriculture and Environmental Sciences Senior Researcher of the Year - Kunigal Shivakumar, Professor, Mechanical Engineering, College of Engineering Research Funding North Carolina A&T ranks third in the state of North Carolina in terms of research funding dollars among the 16 University of North Carolina constituent universities. { } Information Technology and Telecommunications Wireless Campus The AggieLAWN (Local Area Wireless Network) campus project was implemented, providing wireless access to students, employees and campus guests who use mobile computers in academic, administrative and residence hall common areas on the main campus. The Division of Information Technology and Telecommunications supports and strengthens the University s instructional, research and administrative programs by providing central services and infrastructure for university-wide access to information technology and telecommunications resources. Some significant accomplishments during academic year include the following. Security A successful audit was conducted by the State Auditor while significantly increasing the security of high-risk wiring closets. Media Several updates were made for better media output: a newly digitied high density television (HD-TV) studio positioned North Carolina A&T as a leader in the use of television technology; the addition of video streaming made it possible for major University events to be attended around the world; implementation of Access Grid for additional videoconferencing capabilities; and implementation of a visualiation laboratory to enhance high performance computing for researchers. Community Involvement The Division held the first Black Family Technology Awareness Week to educate members of the Greater Greensboro community.

4 4 NC A&T Chancellor s Report NC A&T Chancellor s Report Katrina on the Ground (KOTG) Thirty A&T students and administrators spent spring break 2006 (March 5-10) in New Orleans, La., providing refugee assistance and support. These volunteers spent their time cleaning out homes that had been devastated from water and mud damage in the Lower Ninth Ward. Annual HBCU Think Tank The North Carolina A&T Student Government Association hosted the annual HBCU Think Tank Conference, Feb. 2-4, The conference brought together student leaders from minority-serving institutions across the nation to discuss and address the problems and challenges facing African American students today. American scholar Cornell West was the keynote speaker. Themed Housing and Living/Learning Programs The Department of Housing and Residence Life enhanced the core living and learning programs with the addition of activities focused on time management, finance and international learning opportunities. New Website A collaborative effort between the University Relations Office and WNAA 90.1 FM resulted in a new Web site aggienewsonline.com to provide additional access to the radio station s live broadcast, station information, news, promotions, contests and incentives. Online Ticket Sales A Web site was created for the University Ticket Office, where tickets for events at two university venues are sold online. In the fall of 2006 the university s largest ticket selling venue Aggie Stadium will be available on the Web for football game ticket purchases. The Ticket Office website also has an address for customers to ask questions, get updates and express concerns. Lloyd V. Hackley was Appointed interim chancellor, effective June 1, 2006, following James C. Renick s resignation to become senior vice president for programs and research at the American Council on Education in Washington, D.C. { } The { } { } Student Affairs Development and University Relations Business and Finance The Division of Student Affairs at North Carolina A&T State University provides student services that complement the academic colleges and schools within the university community. The Division consists of eight functional departments, including Housing and Residence Life, Memorial Student Union, Career Services, Student Development, Sebastian Health Center, University Events Center, Orientation and First Year Experience, and Dean of Students. Each department is responsible for providing a variety of student support, service and educational programs that are accessible to all members of the university community. Student Affairs is committed to helping students become contributory citiens of the university and the world. It catalyes institutional traditions and lifelong affiliations through dynamic programs, vibrant student organiations and a living/learning environment built on core values and uncompromising principles. During the academic year, Student Affairs supported multiple efforts that enhanced the intellectual, cognitive, social, personal and physical competencies of the students, including some of these highlights. $100 Million Capital Campaign From Generation to Generation: The Campaign for North Carolina A&T reached $80 million, completing seven years of the campaign. Total contributions from all sources cash and in-kind gifts totaled $10,394,739, an increase over the $9,011,766 raised in Alumni Giving Alumni donors increased from 3,585 to 3,629, reaching 15.1% participation in giving. Also worth noting, alumni giving surpassed the $1 million mark for the second consecutive year ($1,386,770). E-news The University Relations Office and the Office of Alumni Affairs launched e-newsletters aggienews and In the Loop, respectively. The former is highlights campus news, is published biweekly and is ed to the campus community, alumni and other constituents, while the latter is published quarterly for and about alumni. goal of the Division of Business and Finance is to ensure fiscal integrity and viability in an effort to promote an environment of excellence. The primary objectives for the division supported the ongoing technological advances in the delivery of services, while insuring fiscal integrity. Operating Budget North Carolina A&T s state fund operating budget for was $129,501,585, which consisted of appropriations in the amount of $80,441,647 and receipts in the amount $49,059,938. Minority Vendor Utiliation The University procured 15 percent of goods and services from Historically Underutilied Businesses during the fiscal year. Law Enforcement Accreditation The Division of Police and Public Safety was accredited by the Commission on Accreditation for Law Enforcement, becoming the first HBCU in the nation to be certified. SYNERGY The executive boards from the five largest student organiations created a comprehensive student programming and activity coordinating board. Representatives from the Student Government Association, Council of Presidents, Residence Hall Association, Pan Hellenic Council and Student Union Advisory Board created the SYNERGY committee to increase communication and reduce duplication among the campus student organiations. Residence Hall Association Conference The N.C. A&T Residence Hall Association hosted the state-wide RHA Conference Feb. 2-4, The conference was designed to provide training and staff development opportunities for residence hall administrators and staff. A&T is the first HBCU to host this state conference. Internal Communication The University Relations Office held a series of Town Hall Meetings with academic deans, department heads and campus leaders to provide and gather information for positive marketing of the University, and to educate the Aggie family on how to respond during inclement weather, emergencies and crisis situations. New Staff Development Programs Aggie Institute for Visionary Leadership and Aggie Diplomat training programs were developed. The Visionary Leadership Program provides training for midlevel managers in all facets of management. The Aggie Diplomat program familiaries all employees with the various departments, divisions and history of the university. Student Health Insurance Initiative The Treasurer s Office staff and the Sebastian Health Center staff collaborated to implement a Student Health Insurance initiative this year. The initiative is driven by a requirement for all UNC campuses to provide basic health insurance coverage for all enrolled students. The cost of the health insurance will be charged to student accounts at the beginning of each semester and can be covered by financial aid.

7 10 NC A&T Chancellor s Report NC A&T Chancellor s Report Individuals * Deceased North Carolina A&T Aggies helped victims of Hurricane Katrina through a relief effort called Aggies CARE. Aggies CARE was organied September 2, 2005, to assist A&T students from the affected areas, A&T faculty, staff and alumni from the affected areas, and disaster victims. A&T students from the affected areas received financial and other support. Twenty-nine A&T students (and 148 alumni) were immediately identified as being from the three states affected by the hurricane. Similar support was offered to students enrolled in colleges and universities located in the affected areas, and counseling was provided for A&T faculty and staff. Student organiations sponsored drives to assist the effort to aid victims living in disaster areas. ROTC units at A&T coordinated the collection of goods while units at Southern University coordinated the distribution to nearby disaster areas. Collection and delivery were made six times during the academic year. In addition, on the first Friday of each month, every Aggie on campus (and off campus) was asked to give up the cost of one soft drink, juice or water to donate at least one dollar to the Aggies CARE fund. The facility can accommodate an 800-seat dinner, it is equipped with the latest in lighting and audiovisual components, the meeting spaces and ballrooms can be arranged in a variety of configurations, and a catering service provides a full complement of food and beverages. In addition, over 600 parking spaces are available for meeting and event participants. The center officially opened December 16, North Carolina A&T University Foundation, Inc. provided funds for the building, which also houses the offices of the Foundation and Alumni Affairs.

Or Has the Black Middle Class Lost Its Mind? Essence magaine has named Dyson as one of the 50 most inspiring African Americans and one of the nation s most renowned controversial intellectuals. The author of 10 books, his literary efforts earned him the 2004 NAACP Image Award for outstanding nonfiction literary work for his national bestseller, Why I Love Black Women, and the 2005 BET/ General Motors Black History Makers award. Dyson s appeal spreads across economic and social lines. His riveting words have appeared in publications such as The Washington Post, Time and US News and World Report, where he tackles cultural affairs and pressing social issues. Dyson, who has a Ph.D. from Princeton University, has taught at some of the nation s most distinguished colleges and universities including Chicago Theological Seminary, Brown University, The University of North Carolina at Chapel Hill, Columbia University and DePaul University. 19 34 NC A&T Chancellor s Report NC A&T Chancellor s Report Honor Roll By Class * Deceased On February 1, 2006, North Carolina A&T State University observed the 46 th anniversary of the A&T Four s sit-in at F.W. Woolworth in downtown Greensboro. The theme was Reconnecting the Past Establishing the Present Shaping the Future. In 1960, A&T freshmen Eell A. Blair Jr. (Jibreel Khaan), Franklin E. McCain (above right), Joseph A. McNeil (above left) and David L. Richmond requested service at Woolworth s segregated lunch counter. After being refused service, they continued to sit at the counter until the store closed. The next day, 25 students from A&T and other Greensboro colleges and universities joined them. Over the next 10 days, students across the state staged similar protests, and by the third week of February 1960, demonstrations had spread across the South. The Sit-in Movement spread to at least 250 major cities and towns in America, leading to the passage of the 1960 Civil Rights Bill, the 1961 interstate commerce commission ruling and the first National Accommodations Act in 100 years. Based on his book, Democracy Matters, where he returns to the analysis of the arrested development of democracy both in America and in the crisisridden Middle East West argued that if America is to become a better steward of democratiation around the world, it must first wake up to the long history of imperialist corruption that has plagued its own democracy. West is Class of 1943 University Professor at Princeton University, and he has held positions at Union Theological Seminary, Yale, Harvard and the University of Paris. He was an influential force in developing the storyline for the popular Matrix Trilogy, and he has had recurring roles in the final two volumes. The event, which was sponsored by the A&T Honors Program, Lyceum Series and Student Government Association, was part of the University s Sixth Annual Think Tank.

U.S. Senator Richard Burr (R-N.C.) also visited. Building on the successes of the No Child Left Behind Act, the American Competitiveness Initiative is designed to provide K-12 students with a strong foundation in math and science, with an emphasis on dramatically improving high school curricula, achievement scores and accountability. The program proposes $380 million to support the improvements that will include the training of 70,000 additional teachers over five years to lead the advance placement math and science courses and create an adjunct teachers corps to encourage math and science professionals to become adjunct high school teachers. Spellings praised Chancellor James C. Renick and A&T for already accepting the theory behind the initiative by promoting a solid research and development opportunities in the STEM (Science Technology Engineering and Mathematics) fields. Friedman also appears in his own segment, Tom s Journal, on The NewsHour with Jim Lehrer, and he is a frequent guest on programs such as Face the Nation and Charlie Rose.
