LIM KHENG CHYE DIP ARCH(PROF) GCIA(NUS) FSIA(LIFE) APAM(Malaysia) RIBA(UK) FMWACA(PRC) FCIArb(UK) FSIArb FSIET FCMI(UK) MSIM Principal, Architects Studio BRIEF CURRICULUM VITAE Mr LIM KHENG CHYE is presently a senior member of the architectural profession having been a registered architect for the last 42+ years. In 1996, he was amongst 18 senior architects who were elected by the Singapore Institute of Architects (SIA) to a new category of FELLOW membership. The 18 of them (17 Singaporeans and one Malaysian) were the pioneer batch of Fellow Members. Mr Lim was a past Council Member of SIA in 1990/1991. On 7 April 2010, Mr Lim was conferred the status of a Fellow (Life) of the Singapore Institute of Architects (SIA) by the 50 th Council of SIA. The conferment of Fellow (Life) is to honour a Fellow who has contributed significantly to the profession and society and who has attained a standing in the profession that inspires future generations of architects to emulate as well as being a Fellow for at least 10 years. Up to March 2012, there are only 21 Fellow (Life) members of SIA. On 5 November 2011, Mr Lim was registered as an Asean Architect, being one amongst the pioneer batch of 20 Singapore architects to be individually issued with a Certificate of Registration and emplaced in the ASEAN Architect Register after having satisfied the requirements of the ASEAN Mutual Recognition Arrangement on Architectural Services. Mr Lim was a founding partner of Architects Studio on 1 January 1971, about 3 months after he was registered as an architect with the Board of Architects, Singapore. He was responsible for the preparation of a first standard set of specifications for use by the firm including all the necessary certification forms and subsequently was involved in revising and improving the said standard specifications when Singapore adopted the metric system. He was a registered architect with the Lembaga Arkitek Malaysia from 1973 to 2000 (Mr Lim did not have any CPU points for registration after its requirement was set and also because he did/does not have any project in Malaysia but he is still a Corporate Member of the Malaysian Institute of Architects and a registered ASEAN Architect). As a practising architect in private practice in Singapore, he was and is still assuming the full role and responsibilities of an architect. He is still a designer and is still very involved in all the projects carried out by his firm. He works closely with his team of staff not only in the design but also in the production of sketch drawings, building plans and full sets of detailed drawings. In the absence of a quantity surveyor for a project, he would be a Contract Administrator, involving in the drafting and preparing of the Lump Sum Contract Documents with full descriptions of the schedule of works and specifications for the project. He still assumes the role of a Project Manager or a Lead Consultant, involving in the management of the projects on site either alone or with an assistant/graduate architect. Other duties and responsibilities included are that of an Office Administrator (including public relations duties), a Team Leader cum Coordinator in a team of Consultants and a Mediator. In the area of public relations, Mr Lim believes that good management of oneself helps one to develop trust and integrity, which are so important in today s world of business and professional practices. In addition, Mr Lim also practises as a Project Management Consultant for a Design and Build Project for the Management Corporation of a Condominium Housing Estate and as a Project Advisor to Clients.

6 6/9 Mr Lim has also been practising as an Arbitrator, having been appointed by the Singapore Institute of Architects for several dispute cases in construction contract claims. The various issues involved cover matters concerning suspension of site-work, breach of contract, contract by conduct, non-payments of progress/payment claims, disputed variations, the doctrines of issue estoppel, defective works, security for costs, extension of time, delay issues, general damages and various other contractual issues. Mr Lim has been appointed as an Arbitrator in the Regional Panel of Arbitrators ( ) by the Singapore International Arbitration Centre (SIAC), an independent, not-for-profit organisation, established in 1991 to meet the demands of the international business community for a neutral, efficient and reliable dispute resolution institution in a fast-developing Asia. In mid-2006, Mr Lim had obtained the Graduate Certificate in International Arbitration (post-graduate qualification) from the Faculty of Law, National University of Singapore. Mr Lim is a Fellow of the Chartered Institute of Arbitrators (UK) and a Fellow of the Singapore Institute of Arbitrators. He is also an Arbitrator in the Panel of Arbitrators of the Singapore Institute of Arbitrators. He is also appointed as an Arbitrator in the SIArb Panel of Arbitrators for Sports Arbitrations (formed in January 2008). In early 2013, Mr Lim is appointed as an Arbitrator in the Panel of Arbitrators of the Singapore Institute of Surveyors and Valuers. Mr Lim is presently an Accredited Adjudicator (since April 2005) appointed by the Singapore Mediation Centre to be in their Register of Adjudicators and he has handled and completed several dispute cases. Mr Lim is also appointed to the Expert Witnesses Panel of the Singapore Institute of Architects. In 2002, Mr Lim was appointed as one of the Domain Experts in the development of the National Productivity and Quality Specification (NPQS), its objective being to identify and harmonise best practices and techniques in the construction industry, so as to achieve more efficient construction in terms of quality, timeliness in delivery and value for money. The NPQS was officially endorsed by the Minister for National Development in mid Since 1991, Mr Lim has sat in the REDAS Conciliation Panel comprising of representatives from the Real Estate Developers Association of Singapore (REDAS), the Singapore Contractors Association, the Institute of Engineers Singapore, the Singapore Institute of Architects, the Building and Construction Authority and a practising lawyer, Mr Raymond Chan. Mr Lim represented the Singapore Institute of Architects (SIA) from 1991 to 2006 but as from 2007, his appointment is directly by REDAS. The Panel is an independent body within REDAS providing an alternative avenue of redress for home-buyers with legitimate grievances on building defects to settle disputes with developers as opposed to court proceedings. The Panel has so far dealt with many dispute cases between home-buyers and the developers. Mr Lim has been appointed by the Board of Architects, Singapore as an advisor to graduate architects preparing for their Professional Practice Examinations since He has dutifully carried out tutorial classes in the evenings for many years, where the various aspects of professional practice are discussed and shared. Each year s tutorial discussions will last about two and a half months just before the examination date. Mr Lim was appointed in early 2004 by the President of the Board of Architects, Singapore to solely look into the revision of the syllabi for the Professional Practice Examinations; the revised syllabi came into force in mid-2005: (a) to look into the criteria for the recognition of graduate architects from non-recognised universities and the consideration to allow them to sit for the Professional Practice Examinations (PPE) to become registered architects in Singapore;

7 (b) (c) (d) to review the training of the PPE Candidates during their internship to ensure that they have achieved the core competencies in the various areas of architectural practice; to set out new guidelines for the role and responsibilities of PPE Candidates Supervisors and Advisors from the outset of the PPE Candidates architectural practices; to review the syllabi for the Professional Practice Examinations. 7/9 In mid-2006, Mr Lim was appointed by the President of Board of Architects, Singapore (BOA) as the Senior Advisor to the BOA Panel of Examiners of the BOA Professional Practice Examinations. He was also appointed by the Singapore Institute of Architects to be the Advisor to the Board of Architectural Education and SIA Academy. In 2007, the SIA had intention to establish an architectural museum or design museum/gallery with Mr Lim at the chair, but unfortunately, the idea of setting up such an establishment was held in abeyance for the time being. The Singapore Institute of Architects (SIA) will be celebrating its 50th anniversary in In conjunction with the 50th Anniversary Celebration, the Institute plans to produce a commemorative book to document the historical development of Singapore Architecture and the Architectural Profession from the early days particularly from 1960 to the present. The Book will document the development in the four periods - the Colonial Period, the Transitional Period, the National Period and the Globalization Period. This Book will be the only book of its kind that contains Singapore s memories of its Architectural heritage. Mr Lim is one of the appointed team members of the SIA Publication Committee chaired by Architect Tay Kheng Soon. Mr Lim sits as a member of the SIA Contract Committee which was responsible for the production of the 8 th Edition (released in January 2009) and 9 th Edition (released in September 2010) of the SIA Conditions of Building Contract. He also sits as a member of the SIA Alternative Dispute Resolution Committee. He was a member of the SIA Expert Determination Sub-Committee, which is set up to implement the process of expert determination, another alternative, quick and inexpensive alternative dispute resolution in resolving technical disputes and the formulation of a set of rules governing expert determination. The SIA Expert Determination Rules was released for use in March Mr Lim was involved as a workshop assessor and a participant in the SIA Inaugural Expert Determination Accreditation Training Course held on 17 September 2011so as to qualify candidates to be in the SIA Panel of Expert Determinators. On 22 November 2011, he was appointed as a Panel Expert Determinator of the Singapore Institute of Architects, being one amongst the pioneer batch. The SIA Expert Determination came under the purview of the SIA Alternative Dispute Resolution Committee as from April Mr Lim had delivered papers at various seminars: (a) (b) (c) Year 2000 Seminar organised jointly by the Singapore Professional Centre and the Singapore Institute of Engineering Technologists: Mr Lim s paper was on The role and responsibilities of an Architect, procedures for URA & BCA s submissions, exemptions for submissions to URA & BCA and various new planning requirements. Year 2000 Seminar organised jointly by the Singapore Institute of Architects and the Law Society of Singapore on the subject of Architects and the Law : Three practising architects and three practising lawyers delivered papers on the subject to about 200 professionals who attended the said Seminar. Mr Lim spoke on Architect s Certification Duties Under Building Contracts. September 2007 Seminar on Building for Our Future Workshop on Planning New and Remodelled Repository Facilities organised by the National Archives of Singapore, National Heritage Board, Singapore.

8 (d) 8/9 Mid-2005 Seminar paper on the ROLE AND RESPONSIBILITIES OF AN ADVISOR delivered on behalf of the Board of Architects, Singapore to practicing architects (of more than 15 years of experience) who wish to be considered as Advisors in the BOA Panel of Advisors to PPE Candidates preparing for the BOA Professional Practice Examinations. Mr Lim Kheng Chye was appointed by the Senate of the National University of Singapore as an External Examiner in Technology Integration for the degree of Bachelor of Arts (Architecture), National University of Singapore for the academic years of 2000/2001 and 2001/2002. On 1/9/2001, Mr Lim was appointed as a Honorary Senior Research Fellow by the Department of Architecture, National University of Singapore to assist in the special project carried out by the Centre for Advanced Studies in Architecture, to document the insights of the place histories of Singapore and this special collection and commentaries will be used as teaching materials. In late 2007, Mr Lim was again appointed as Honorary Adjunct Senior Research Fellow by the Department of Architecture, National University of Singapore to carry out research on various subjects relating to the place histories of Singapore architecture. Mr Lim is also a part-time tutor in Architectural Construction at the said department (NUS) for the academic years of 2007/2008, 2008/2009, 2009/2010 and 2010/2011. Mr Lim is also appointed as a part-time tutor in Architectural Practice to post-graduate architecture students for the degree of Master of Architecture, National University of Singapore for the academic years of 2009/2010, 2010/2011 and 2011/2012. From 2011 to 2012, Mr Lim was an Adjunct Board Member of the National Archives Board of the National Archives of Singapore (NAS), National Heritage Board (NHB) [NAS came under the National Library Board (NLB) from November 2012]. Before that, he was a Board Advisor to NAS (from 2001 to 2011), after having been its Board Member for 6 years (from 1995 to 2001). Whilst being an Advisor, Mr Lim has been appointed as their Project Advisor for its projects where his role and responsibilities were to ensure that the projects were properly handled by the appointed Consultant team of Project Manager, Architect, Structural Engineer and Mechanical and Electrical Engineers. The biggest project involves the preservation of an existing building gazetted as a monument and the building of an annex repository building, the construction cost of which was about $10.5 million. Mr Lim was also the Project Advisor for other minor NAS projects, viz, the re-roofing of the 3-Storey main block (already completed in 2008) and the appointment of a M&E Engineering Consultant and the re-design and replacement of the existing sprinkler system. In late-2007, Mr Lim Kheng Chye was appointed as a Project Advisor for the Singapore Art Museum s Contemporary Art Gallery project named 8Q@SAM Contemporary Art Space. His role and responsibilities are to ensure that the project was properly handled by the appointed Consultant team of Architect, Quantity Surveyor, Structural Engineer and Mechanical and Electrical Engineers and that there is value for money spent on the project. In February 2009, Mr Lim was again appointed by the Singapore Art Museum as their Project Advisor for their re-roofing works of their SAM museum complex at Bras Basah Road. In 2004, Mr Lim Kheng Chye became one of the founding members of the World Association of Chinese Architects (WACA). The WACA Secretariat is located at the Beijing Technology & Business University in Beijing in the People s Republic of China. In late-2006, Mr Lim Kheng Chye was appointed a Board Member of the Street and Building Names Board (SBNB). The SBNB, under the purview of the Ministry of Finance, is responsible for the naming and renaming of streets, buildings and estates. Since April 2010, the SBNB is under the purview of the Urban Redevelopment Authority (URA), Ministry of National Development. The Board is presently chaired by Minister of State, Dr Amy Khor who on 1 September 2012, took over the chairmanship from Minister Gan Kim Yong. In late-2008, Mr Lim assisted the Singapore Tourist Board in the written texts (as author) of 11 images of Singapore on glass steles which were already completed and installed along Orchard Road.

9 9/9 Since 2004, Mr Lim has been appointed by the Association for Project Management, UK as its Singapore invigilator for its APMP Examinations held here in Singapore. The Association for Project Management (APM), UK is an international association offering a qualification and membership that is recognised worldwide. The Association sets standards offering an international terminology for Project Managers in a wide variety of fields, not least of which is Construction. More and more Architects and Surveyors are recognising the benefits of a Professional Qualification in project management, which helps the professionals to communicate in the wider Project Management community. Mr Lim in his private pursuits had written two books, details of which are as follows: (a) (b) Phonecards of Singapore, Malaysia, Indonesia, Thailand Brunei & Vietnam (185 pages) authored and published by Lim Kheng Chye in August This book and several other local books were selected by the National University of Singapore to represent Singapore, one of 25 countries participating in the international research project entitled the International Computerized Corpus of English (ICCE) initiated by the Survey of English Usage at the University College, London, UK in A Catalogue of Singapore SMRT Train Tickets & Transitlink Farecards jointly authored by Lim Kheng Chye and Vince Chng and published in Mr Lim is presently in the midst of preparing materials for his 2 others books on early Singapore. In the area of community and public services, Mr Lim is presently a Board Member of the Street and Building Names Board (SBNB)(since 2006). He was involved with the National Archives of Singapore for 18 years being a former NAS Board Member, former NAS Board Advisor and former Adjunct Board Member and was also a Member of the Acquisition Committee of the National Archives of Singapore from 1994 to He was also a former Member of the Finance & Establishment Committee of the Chinese Development Assistance Council (CDAC) from its inception in 1992 to 2001, former Chairman of ITE Balestier Advisory Committee (Institute of Technical Education) from 1990 to 2001, former Chairman of the Queenstown Secondary School Advisory Committee, a former Committee Member of Khe Bong Community Centre Management Committee and a Charter Member of the Rotary Club of Singapore North. In August 2001, Mr Lim was conferred the Silver Award for Service to Education by the Ministry of Education. Mr Lim had also received several appreciation certificates, silver medallion and plaque from the Institute of Technical Education for his 11-year of public services to technical education. Again in August 2006, Mr Lim was conferred another Silver Award for Service to Education by the Ministry of Education. In 2007, Mr Lim was awarded the 1996 Friend of Heritage Award by the National Heritage Board of the Ministry of Information, Communications and The Arts (MICA) for investing his personal time and energy to support heritage causes.
