3 Introduction Ever since 1885, a hospital is situated on the site of Landesklinikum Donauregion Maria Gugging. Years ago, a decision was made to relocate the Hospital for Psychiatry and Neurology to other regions of Lower Austria. The relocation of the hospital is scheduled to be complete by the summer of In 2005, the Republic of Austria announced that it would set up a science and technology research institute in Austria that would eventually attain the highest international quality standards. The Federal Province of Lower Austria submitted its application, with Klosterneuburg/Maria Gugging as the proposed site. The underlying legal basis is the Federal Act on the Establishment of Austrian Institute of Science and Technology (I.S.T. Austria). That Act and the financing agreement between the federal government and the Federal Province of Lower Austria obtained validity in the summer of The Board of Trustees was formed in December Its members include 14 nationally and internationally renowned experts from science and business. In 2007 the operative business will begin. The first research activities are expected to begin in 2008/2009. In the long term, I.S.T. Austria will employ persons (professors, doctoral students, other employees). The campus atmosphere will be maintained as it is today, without crowded buildings and with extensive green areas. The development plan will proceed in phases. About half of the buildings will be renovated and will remain. The new building structures will be adapted to suit the site and the existing buildings. Access will be provided via a roundabout on Klosterneuburger Straße and via a new traffic artery. 3 Architekten Hoffmann Janz, ZT GmbH

5 03 Placement within the Urban Fabric Klosterneuburg lies to the Northwest of Vienna, on the river Danube, and extends up to the outskirts of the Austrian capital. By car, it takes approx. 15 minutes to Vienna s city centre. The municipality has acquired the reputation of assuring a high quality of life. Located right along the fringe of the recreational Vienna Woods area, the city boasts lots of green spaces even in its most urban parts. I.S.T. Austria is located within the town district of Maria Gugging, directly on Federal Road B 14. This road passes through Klosterneuburg to link the campus directly with Vienna s city centre and with the national road network via highways A22, A4 (airport highway), A23, and A2 (southern corridor). Heading west, the B14 highway connects the campus with the S5 road via the City of Tulln and with the B 19 federal road, which in turn provides access to the A1 motorway (western corridor). A high-capacity diversion road is already under construction and will service traffic to and from Klosterneuburg. 7 04 Aerial View The I.S.T. Austria site is defined by the wonderful landscape of the Vienna Woods on one hands, and the proximity to Vienna s metropolitan urbanity on the other. The extensive green area with its old tree population conveys the potential of these premises, which cover approx. 179,000 sqm, an area where study and research will be allowed to thrive in a campus-like environment. 7 Architekten Hoffmann Janz, ZT GmbH

9 05 As-built Situation The site currently consists of pavilion-like buildings, the oldest dates back to the late 19 th century. Only a small number of these are actually listed as historical monuments. They reflect the beginnings of hospital architecture. From then onward, any additions or changes reflected the needs and requirements of a hospital facility. This has resulted in a rather disorderly overall impression. The buildings are used for a variety of purposes and are of varying heights. Furthermore, there are also buildings which have been used for non-facility related, more general purposes: among them a residential building, church, kindergarten, fire station, gallery, and not to be forgotten the internationally renowned House of Artists. In addition, the grounds also include a sports field and a tennis court. The premises are currently accessed via the road to the west of the director s building. 9 Architekten Hoffmann Janz, ZT GmbH

11 06 - Revitalisation During the conception of the Master Plan, all buildings to be preserved and which are suitable for the future educational facilities, have been identified. Overall, just under 50% of the buildings and facilities matched the profile of requirements. Special thought was given to ensuring compatibility and synergy between the buildings to be preserved and any new structures to be added. The core of Research Section 1, as envisaged by the master plan, consists of the following buildings: - Administrative building (listed as a historical monument), - Main building with pond - Operations building ( old stock building ). All three buildings date back to the late 19 th century. The function of the more general-purpose buildings and facilities, which were not specifically used by the Landesklinikum Donauregion hospital of Lower Austria, will be retained as are: The residential building, church, kindergarten, fire station, gallery, the House of Artists, the sports field and tennis court, to name the most important. The buildings to be torn down were erected during various construction phases and are extensions made over time by the Landesklinikum Donauregion hospital of Lower Austria. As these buildings are dilapidated and in poor condition, they are not suitable to be kept for further use and their renovation would not be economically justifiable. 11 Architekten Hoffmann Janz, ZT GmbH

13 07 Usability concept The premises are divided up into seven sections regarding their use and their phase of realisation. A Research Section 1 This is where the development of I.S.T. Austria will commence. Restructuring of the main building will be completed by May This building will serve as guest house and will have attached conference and seminar rooms, as well as a restaurant. Approx. 50% of the available surface area will serve this purpose in the initial phase. At the same time, a new lecture hall for 200 people will rise to the east of the main building (with direct access to the main building). An architectural design contest was launched in March 2007 with participants from around the world. Completion is planned to occur by May Subsequently, new buildings can be added to Research Section 1 if required. These can also be attached to the main building and the director s building. 15 08 Sectional Heights Concept A Research Section 1 The height of the new buildings in subsection A will generally be at or below the height of the main building and should not exceed it. This allows for a building with 4 to 5 floors (depending on floor height), which corresponds to building class V or a height of 14 to 17 meters. C Area for spin-offs The development is planned such that one to four-storied, parallel and Northwest-Southwest oriented buildings will be largely dug into the landscape. The clearance between the buildings will form a large inside court and serve as a light well. At the same time, the outer parts of the buildings will partly be set into the slope. An underground car park will connect the various buildings. The following heights are expressed as altitude above the Adriatic Sea: To reduce excavation work to a minimum, the height of the individual building blocks will be staggered. The inside court therefore will have an absolute height of 234 m and 238 m above the Adriatic Sea and the surrounding buildings, 251 m and 255 m above the Adriatic Sea. 17 09 Landscape planning (extract) Main Idea The Vienna Woods acts as framework and background and determines the basis for the design of this research site. The characteristic set of trees in the striking topography will be preserved to the greatest possible extent and will continue to form the backbone of the facility in the future. Researching and developing, studying and discovering, reflecting and relaxing are activities, which can be performed in the forest, in the grove, by the water, in the mountains... Details Entrance The entrance area will serve as an introductory buffer to the dominant landscape. The large roundabout that is planned has been designed as a striking little grove, forming an element that will lend identity to the landscape. Science and Research This area (detail A) forms the communicative core of the facility. Its landscape design is the product of the geometric and free form language of shapes: it will have both a representational and playful nature and water will play a key role. Magnificent terracing work, such as grass-covered steps or wooden platforms, will add a special grace. Spin-offs The research operations will have contemplative inward-looking open spaces, oases of peace, which may be completely contrary to the surrounding landscape in terms of their mood and the choice of greenery. At the same time, they will form exotic inlays within that specific cultural landscape. Open-air parking lots Parking places along the roads will be provided in the existing niches and also be embedded in other places on the hilly grounds covered by a natural, green gallery which will act as filter for the landscape. Residential buildings The residences will be characterised by a special intermeshing with the characteristic topography of the architecture and nature. The mimetic transition of the buildings into the landscape represents a specific characteristic of these residential structures: some are buried in one place, overgrown with vegetation in the other, but always becoming one with the landscape. 17 Architekten Hoffmann Janz, ZT GmbH

19 10 Traffic Planning Access The main access to the I.S.T. Austria - site and the spin-offs in subsection C is via a roundabout to be built on Federal Road B 14 (completion by autumn 2007). Parking spaces - Parking decks, parking spaces, and parking niches on the I.S.T. Austria - site - Underground car park under the spin-offs in subsection C Pedestrian bridge A pedestrian bridge over the B14 will ensure the needed link between spin-offs and the Institute of Science and Technology. This will allow access by foot. Public transport The following measures will be taken in the near future to improve public transport: - Optimisation of existing bus lines - Shuttle taxi and, at a later stage, a shuttle bus from Vienna and / or Schwechat - Wieselbus bus station (Vienna-Gugging- Vienna) - Bypass road to circumvent the city centre of Klosterneuburg (has already been decided) 19 Architekten Hoffmann Janz, ZT GmbH

21 11 - Zoning The entire site has been reclassified from its original use as special building area for hospital purposes to a special building area for university facilities and a campus. Subsequently, and as described in the plan, a process of further differentiation will be initiated: public transport areas, green land green belt, etc. The area south of the B 14, which was originally classified as special building area, will be reclassified to compensate for the green land greenbelt area in the building area university facilities and a campus (both 18,000 m²). 21 Architekten Hoffmann Janz, ZT GmbH
