He examines the interpretation of the relevant regulations in the federal animal protection law. Why does the law not stipulate that a permit for animal testing is to be granted if the requirements for this have been satis ed instead of stipulating that a permit is to be granted if the requirements have been expounded? Is the nancier of the universities, i.e. the federal state, allowed to in uence the university researcher's choice of subjects and methods by refusing to grant subsidies? The author also questions whether or not it is possible to establish legal action taken by an association in the animal protection law on the basis of federal state laws.
