1 Page: 1 of 6 Wilbraham Parish Council Minutes of the Meeting of Wilbraham Parish Council Held Thursday November 19 th 2015, 7.30pm at the Little Wilbraham Church Present: John Beadsmoore (Chair), Sally Ramus, Roddy Tippen, Patricia Davis, Edna Ingrey and Stephen Bartlett County Councillor John Williams (District Councillor Robert Turner joined the meeting at 8.23pm) The Clerk, Natalie Mulvey and twelve members of the public were in attendance /58 To receive and approve apologies for absence J Bray had sent her apologies which were accepted /59 Declarations of interest and dispensations (a) To receive declarations of interest from councillors on items on the agenda none (b) To receive written requests for dispensations for disclosable pecuniary interests none (c) To grant any requests for dispensation as appropriate - none 15-16/60 Open Forum for Public Participation (10mins) A member of the public questioned the building work taking place on a property in Frog End and in particular about vehicular access and the construction of the garage. As the application had been made some years ago S Ramus said she would investigate. ACTION: S RAMUS 15-16/61 To sign and approve minutes Minutes of the meetings held on 17 th September were proposed by S Ramus, seconded by P Davis and RESOLVED by a unanimous vote to be a true record of events and were duly signed by the Chairman /62 Matters arising / Clerks report The Clerk confirmed that the delayed street light on Angle End purchased by the Parish Council had now been installed and lit. The Parish Council will now investigate what improvements are needed by the other street lights maintained by the Parish Council. ACTION: CLERK 15-16/63 County & District Councillors Report & Business (a) District Councillors Report R Turner was unable to provide a report as his arrival was delayed. (b) County Councillors Report J Williams reported that Cambridgeshire County Council is working to achieve savings next year of 41 million. Cambridgeshire County Council are approaching parishes regarding turning off street lights at night. Wilbraham will not be affected by this proposal due to the way in which the parish lights are connected. S Ramus asked whether dimming the lights at night was being considered. J Williams confirmed that lights are currently dimmed between 10.00pm and 6.00am, but extending the start time to 8.00pm is being suggested. J Williams advised that a new secondary school site has been proposed at Cherry Hinton. He was not yet sure how this would affect catchment areas /64 Finance Total funds as of 28 th October: 55, Current account balance: 42, Savings account: 12, (a) To approve payments of: i) Wilbraham Memorial Hall PWL Payment 80, ii) Wilbraham Memorial Hall Remaining funds held in reserve iii) CGM Landscapes Invoice iv) A J Goryn Diesel usage for cemetery 28.50

This shows a surplus of 10,000 last financial year and a 11,000 projected deficit this year. There are some distortions this year due to the Memorial Hall funding partially coming out of reserves. 22,000 has been proposed as the precept for the next three years. J Beadsmoore proposed and P Davis seconded that this budget be accepted as the final draft with final adjustments to be made before being submitted to the full council in January for approval. R Tippen advised that the Parish Council finances were in good shape and sufficient reserves were being held. f) Proposal to use a Unity Trust Bank Account R Tippen is finalising a proposal to use a Unity Trust Bank Account for the Parish Council s banking requirements. R Tippen advised that he is fairly confident that this bank offers the Parish Council the facilities it requires, but some further investigation is required. Members of the Council would need to understand the terms and conditions and resolve that they were happy with these before opening the Page: 2 of 6
3 account. J Beadsmoore proposed that this be done at the January meeting. ACTION: R TIPPEN/ CLERK g) Risk Assessment A draft risk assessment that had been discussed at the finance committee was presented for approval. All agreed that this was a dynamic document and would be up dated and reviewed on a regular basis. R Tippen proposed, S Bartlett seconded and RESOLVED by a unanimous vote that this risk assessment be accepted /65 Planning and Tree Applications (a) Planning approvals for information only i) S/2393/15/FL 6 Frog End, Cambs, CB21 5JB Mr Chris Northfield Single Storey Extension - Members agreed that an approve recommendation be made for the proposal. Near neighbours had no objections when consulted. - SCDC grants permission subject to planning conditions 4 th November 2015 ii) S/2480/15/VC Land between Wilbraham Chapel and 76 Angle End Oxlip Developments Ltd Variation of conditions 3 (landscaping) and 5 (Boundary Treatment) for Application S/2599/13/FL for proposed erection of a detached dwelling and single garage, along with minor works to the chapel to remove th existing single storey side extension - Members agreed that no objections be made for the proposal. It was noted that the work specified in the proposal seemed to have already been completed. 4 Page: 4 of 6 - Members agreed that an approve recommendation be made for proposals S/2362/15/FL and S/2633/15/LB. Near neighbours had been consulted and they had no objections. c) Tree Applications (to undertake work on trees situated in a conservation area): - i) None 5 High Street Wilbraham Mr P Lewis Fell Conifer because of potential damage to drains and house foundations. - For information only - For a short period of time, SCDC will only be consulting on applications for major tree work or applications for felling substantial trees in Conservation Areas. ii) None 42 Church Mr A Marsh Tree works on T1 Beech and T2 Prunus Street, CB21 5JQ - For information only - For a short period of time, SCDC will only be consulting on applications for major tree work or applications for felling substantial trees in Conservation Areas. iii) S/2570/15/TP Bramble Mr A Painter Crown reduction of a Yew Tree Cottage, 24 High Street, CB21 5JD - For information only - For a short period of time, SCDC will only be consulting on applications for major tree work or applications for felling substantial trees in Conservation Areas. At the current time the Parish Council is not being asked to comment on these tree applications. S Barlett felt the majority of applications were being received as the trees concerned were too big and replacing them with a smaller tree would be more appropriate /66 Affordable housing - to discuss a possible new site offered by the Diocese of Ely in Frog End - The Parish Council has been approached by Cocksedge Building Contractors (building company) and Design Partnership (architects) regarding development of a potential small rural exception site on land at Frog End owned by the Diocese of Ely and has been asked for its views on this proposal. The Parish Council meeting was then stopped at 8.12pm to hear views from the public. There were ten members of the public in attendance who were shown an indicative plan and invited by the Chairman to express their opinions before consideration by the Councillors. It was explained that this initial proposal was for the provision of ten properties comprising a mix of two and three bedroom, affordable rent and part ownership houses. No commercial housing is to be included on the site and the houses would be for local people with a village connection only. A discussion ensued with views aired and only one member of the public voiced any concerns about the proposed site. The Parish Council meeting restarted at 8.56pm. Councillors had further discussions and a vote was taken (proposed by R Tippen and seconded by S Ramus) to unanimously support this potential rural exception site development in principle. Cocksedge Building Contractors will now take the proposal to the next stage in the process, which is to have preplanning discussions with SCDC followed by a public presentation of their plans to the village, where parishioners will have the opportunity to comment. It is envisaged that after this, a formal planning application will be made. ACTION: CLERK
5 15-16/67 Warbler There is currently no Parish representative for the Warbler. S Ramus felt this was an important role as the Warbler was partly subsidised by the Parish Council and to ensure that the editors felt supported. The Warbler and Website warrant further in depth discussion at a future Parish Council meeting /68 Local highway improvement funding J Beadsmoore reported that he had put an application forward for Temple End and Church Street. Unfortunately, due to the lack of response he had received from the Highways Officers regarding these issues he was unable to support this application with financial figures and therefore it could not be approved. However, he will make a presentation at the South Cambridgeshire Local Highway Improvement Panel Meeting in January to highlight the problems. The Temple End project is not significant, however, the Church Street is a big issue and will need to be investigated as a longer term project. ACTION: J BEADSMOORE 15-16/69 Reports from working parties (a) Funding requests P Davis had received two requests. Playground equipment and to provide fencing for the common. P Davis confirmed she would be investigating what funding options were available to support these requests and urged other members to support her in this effort. (b) Parish Cemetery P Davis advised that the Cemetery was starting to reach an acceptable standard. N Start had been working hard in this effort but additional support would be needed. 300 had been approved for subcontractors to support this project. P Davis proposed a quotation for two weed killing applications for the roadway and turning area at a cost of 168 which was agreed by the Council. Two more benches, financed by the Community Chest Grant, have been ordered. P Davis advised that she was working on a cemetery layout. E Adams was suggested as someone who may be able to give advice. It was agreed that contact be made with Wilbraham Farms to discuss the maintenance of the boundary. ACTION: P DAVIS (c) Broadband S Bartlett reported that the digging of the trench to take the broadband fibre optic from Little Wilbraham to Wilbraham had begun along The Lanes. The fibre connection to the cabinet is expected by 25 th November. The cabinet commissioning will be completed during December and our Broadband service is expected to be live by the End of December. P Davis agreed to keep the website up dated on progress. ACTION: P DAVIS (d) Memorial Hall S Ramus confirmed that everything was on schedule for the project to be completed in March. S Ramus reported that a video had been added to the website showing the rebuilding of the hall. (e) Phonebox The renovation of the phonebox is scheduled to take place at the beginning of December. P Davis has worked on a revised proposal for the conversion to a community book library. The final proposal should be in place for the January meeting. ACTION: P DAVIS / J BEADSMOORE (f) Speedwatch During the open forum G Fry reported that this had been running for a year. The main objective was to reduce speeding by informing and educating drivers not to prosecute. The group are limited in numbers and borrowing the equipment. To make a real impact speedwatch will need to operate daily, but due to the lack of support from residents in taking part in the operation this has not been possible. G Fry advised that in his opinion that the operation is not viable moving forward. G Fry advised that he would look into alternative options but had concerns over the cost implications. J Beadsmoore thanked G Fry for all his efforts and suggested that this subject should be discussed with residents again at the next APM. Page: 5 of 6
6 15-16/70 Matters for future consideration The Parish Council filing was put forward for discussion at the next meeting /71 Dates of next meetings 14 th January, 17 th March, 21 st April (APM) and 19 th May (Annual Parish Council Meeting) 15-16/72 Agenda items for next meeting Any business and payments, to be considered at the Parish Council meeting must be delivered to the Clerk for inclusion on the agenda at least 7 days prior to the meeting.
