1 Luxembourg Charel Schmit The Foundation of the National Section Mr Ferdinand Oth, Secretary of the Fédération des Instituteurs réunis de Luxembourg, attended the Charleroi Congress and General Meeting in 1949 and the Ministry of Social Assistance joined FICE as an associate member. Mr Oth subsequently wrote to FICE to say that, while they had no children's communities in Luxembourg that conformed to the FICE denition, they would like to become associate members and be kept in touch with developments as a result of which Mr Edouard Barbel attended the Management Committee on 23 February as an observer on behalf of the Fédération (Comité de direction, 1950). He brought with him a proposal from the Ministry of Social Assistance and the Esch-sur-Alzette Council to host an International Camp at Sanem (Shaw, 2008) in connection with which they would set up a Luxembourg National Section (Comité de direction, 1950). The city of Esch-sur-Alzette opened the children's community Kannerschlass immediately after the camp with Ferdinand Oth as director and Edouard Barbel as secretary of the school commission. The Luxembourg National Section presumably continued in existence for a number of years as Edouard Barbel was FICE's Treasurer from 1951 to 1967 but Luxembourg was represented at FICE events mostly by delegates from a big organisation of parents with disabled children (Ligue HMC, only one person from Luxembourg attended the Königstein Congress in 1971 and the FICE Year-Book of 1974 lists only two communities as members of FICE in Luxembourg, one of them being Kannerschlass. At the 1975 General Assembly in Amsterdam an application for associate membership was accepted from a group representing organisations for disabled children and child care as well as teachers. The Association Nationale des Communautés Educatives (a.s.b.l.) was set up on 9 June 1978 at a meeting attended by more than 50 professionals and became an active member of FICE at the Graz General Assembly that year. ANCE Luxembourg was structured according to the Luxembourg law on non-prot organisations and its activities from the outset were inspired by ANCE France and ANCE Belgium. The founders of ANCE Luxembourg had very close relationships to these French speaking sections of FICE. During the rst four years, ANCE Luxembourg held many activities especially during 1979 (International Year of the Child) and 1981 (International Year of the Disabled Person) while Marcelle Hemmer und Jeanne Loutsch joined the Standing Committee on child care and other sta (Fédération Internationale des Communautés d'enfants, 1980) whose work was to lead to the publication of Leben mit Anderen als Beruf der Sozialpädagoge in Europa (Courtioux et al., 1981). 1
2 2 Organisation and nance There is a national board with people collaborating on a voluntary basis but no paid sta and no regional system as we are a small country though sometimes we have ad hoc standing committees in relation with the organization of special activities Our incomes comes from ˆ institutional and individual membership fees (ca ) ˆ a yearly subvention by the Luxembourg Ministère de la famille et de l'intégration (ca ) ˆ subventions in relation with the organization of particular activities (for example, Fonds National de la Recherche, ca in 2007) ˆ ANCE -Bulletin subscription fees 3 Membership There are currently 200 members: ˆ 160 individuals (social workers, educators, teachers, psychologists, pedagogues, researchers, students) ˆ 40 institutions (residential care, institutions for disabled children, NGOs and professional associations) 4 Activities 4.1 As an organisation Before 2005 these were mostly occasional: ˆ three national congresses ˆ 1984: International FICE conference (International year of youth); 200 participants; proceedings published in Soisson (1986)) ˆ 1992: International biannual FICE conference (Research, policy and practice in child care), 372 participants, proceedings published in Soisson (1993) ˆ two Federal Councils ˆ 1998: International seminar on juvenile delinquency (150 participants; proceedings published in ANCE -Bulletin) ˆ 2000: Second international seminar on juvenile delinquency (100 participants, proceedings published by FICE Europe) Other activities included: 2
3 a thematic The ˆ Regular conferences on child care, foster care, inclusion of disabled children ˆ ANCE initiated the creation of the National Coalition for Children's Rights (in 1996) which organises the International Day of the Child (21 September) ˆ Conference and campaign on juvenile justice (project of the government to create a secure unit for young oenders). ˆ The former president of ANCE, Robert Soisson is currently the president of the National Coalition for Children's Rights and, as such, has been appointed a member of the National Regulation Authority ( Conseil National des Programmes where he is working on projects linked to media literacy. Peter Witt Mitglied D L'ANCE à l'avenir Resolution Generalversammlung am 12 Juli 2006 Die Association Nationale des Communautés Éducatives (ANCE ), gegründet am 9. Juni 1978 als luxemburgische Sektion der Fédération Internationale des Communautés Educatives (FICE), hat sich aufgrund der Beschluÿfassung der Generalversammlung am 3. Mai 2005 aktiv um eine Reorganisation und Neuausrichtung der A.N.C.E. bemüht. Im Rahmen der Vorstandssitzungen und einer Journée de réexion am 10. September 2005 wurde über eine Aktualisierung der Zielsetzungen, neue Schwerpunkte und Aktivitäten der A.N.C.E. diskutiert. Auf dieser Grundlage enstanden die folgenden Eckpunkte einer grundlegenden/grundsätzlichen zukünftigen Neuausrichtung der Vereinigung. Ausgehend von den statutarisch verankerten Zielsetzungen1 und auf Grundlage der bisherigen Aktivitäten der ANCE beabsichtigen wir neben den ursprünglichen Zielen (siehe Vereinssatzung) die Belebung, Förderung und Organisation von Fachdiskussionen zu Themen der Sozialen Arbeit. Die ANCE erweitert ihren Aktionsradius auf alle Lebensphasen und schränkt sich somit nicht mehr auf die Phase der Kindheit ein. Im Kontext der Sozialen Arbeit zählen hierzu die Phasen der Vorgeburtlichen Entwicklung, Frühen Kindheit, Kindheit, des Jugendalters, des Frühen Erwachsenenalters, des Erwachsenenalters und des Seniorenalters und der Hochaltrigen. Der Schwerpunkt der erzieherischen Hilfen sowie der Kinder- und Jugendhilfe wird auch in Zukunft beibehalten. Zudem verfolgt die ANCE das Ziel Schnittstellen zwischen Betroene, Praxis und Theorie zu fördern und gleichzeitig Räume der Begegnung für interdisziplinäre Zusammenarbeit und grenzüberschreitenden Austausch zu schaen. 7
8 Die ANCE versteht sich somit als oenes Fachforum für Soziale Arbeit in Luxemburg in dem alle Beteiligte gleichermaÿen berücksichtigt werden. Die ANCE bietet hierzu eine öentliche Plattform an, auf der Theoretiker, Praktiker und Betroene zu Themen der Sozialen Arbeit in Diskurs treten können. Die ANCE als Diskussionsforum der Sozialen Arbeit in Luxemburg legt auf folgende Aspekte besonderen Wert: ˆ die Einbindung und die Stärkung der Perspektive der Betroenen (Klientinnen und Klienten) in den Fachdiskussionen der Sozialen Arbeit ˆ die Darstellung der sozialarbeiterischen und (sozial-)pädagogischen Praxis in den Fachdiskussionen der Sozialen Arbeit ˆ die interdisziplinäre und multiprofessionelle Verzahnung der Praxis ˆ die Verknüpfung zwischen Praxis und Theoriediskurs in den Fachdiskussionen der Sozialen Arbeit ˆ die Förderung und Stärkung wissenschaftlicher Aufarbeitung, Begleitung und Unterstützung der Praxis der sozialen Arbeit sowie die Festigung ihrer wissenschaftlicher Grundlagen durch entsprechende Forschungsarbeiten Für die Operationalisierung der genannten Ziele greift die ANCE auf folgende Mittel und Aktionen zurück ˆ Vortrags- und Diskussionsreihen ˆ Jährlicher Fachkongress ˆ Regelmäÿige Publikationen ˆ Online Portal ˆ Dokumentationsstelle (Resource centre) für die luxemburgische Fachpraxis ˆ Beteiligung an internationalen Kongresse ˆ Internationaler Austausch und Pege internationaler Kontakte ˆ Projekte im Bereich Forschung und Entwicklung ˆ Fort- und Weiterbildungsprogramme ˆ Stipendien, Bourses d'études 8
