1 85 7 th Place East, Suite 500 St. Paul, Minnesota FAX TTY NOTICE OF COMPLETION In the Matter of Minnesota Waste Wise Alternative Issue Date: February 6, 2008 Conservation Improvement Program (CIP) Proposal for the pilot Energy Smart Program for Inclusion in Docket No. E999/CIP Minnesota Electric Utility CIP plans BACKGROUND On January 28, 2007, Minnesota Waste Wise filed its Proposal for the pilot Energy Smart Program (Petition) for inclusion in Minnesota Electric Utilities Conservation Improvement Program (CIP) plans with the Minnesota Department of Commerce (Department), pursuant to Minnesota Rules REVIEW AND DETERMINATIONS Pursuant to Minnesota Rules , Department Staff conducted a completeness review of Minnesota Waste Wise s Petition. Based on this review, Department Staff have determined that the Minnesota Waste Wise Petition includes the information required in Minnesota Rules Pursuant to Minnesota Rules , Department Staff shall accept written comments on Minnesota Waste Wise's Petition from interested parties through February 21, Written replies to those comments will be accepted through March 7, Written comments and reply comments must be filed with the Department, the Minnesota Public Utilities Commission, and other parties on the CIP general service list pursuant to Minnesota Rules This determination of completeness does not constitute a conclusion on the merits of Minnesota Waste Wise s Petition. A decision on the merits of the filing will be made following the Department Staff s forthcoming analysis and recommendations to the Deputy Commissioner of the Department. Further, this determination does not relieve Minnesota Waste Wise from providing any additional information required by the Department and/or other interested parties to evaluate the Minnesota Waste Wise Petition. /s/ JOSEPH P.
