B.REPORTINGENTITY JuryisthefinancialreportingentityforOuachitaParish,Thefinancialreportingentityconsists of(a)theprimarygovernment(policejury),(lo)organizationsforwhichtheprimary Asthegoverningauthorityoftheparish,foreporting~,theOuachitaParishPolice governmentisfinancialyacountable,and(e)otherorganizationsforwhichnatureand significanceoftheirelationshipwiththeprimarygovernmentaresuchthatexclusionwould causethereportingentity'sfinancialstatementstobemisleadingorincomplete. C.FUNDACOUNTING TheNorthMonroeSubdivisionSewerageDistrict#1ofOuachitaParishisorganizedand operatedonafundbasiswherebyaself-balancingsetofacounts(enterprisefund)is operationsarefinancedandoperatedinamanersimilartoaprivatebusinesenterprise, maintainedthatcomprisesitsasets,liabilities,fundequity,revenues,andexpenses.the wheretheintentofthegoverningbodyisthathecost(expenses,includingdepreciation)of providingservicesonacontinuingbasisbefinancedorecoveredprimarilythroughuser charges.
