4 Page 4 Jacob Bayley Leader of Colonial Vermont and Revolutionary War Officer Jacob Bayley was born in West Newbury, Massachusetts in 1726, and as a young man he moved to Hampstead, New Hampshire. He was a Captain with the British in the French and Indian War, later receiving promotion to Colonel. He then settled in Newbury, Vermont in 1764 and was one of the founders of the town, serving as Judge of the Court of Common Pleas and Justice of the Peace. In 1776 Bayley was named to Vermont's Council of Safety and appointed Brigadier General of the Vermont Militia. That year he also began work with General Moses Hazen on the famed Bayley-Hazen Military Road to connect Newbury to St. Johns, Quebec. Built largely at Bayley s expense, and originally planned for use during a proposed invasion of Quebec, the road was not completed, in large part because New Englanders were concerned that it could by British soldiers and Loyalists to invade Vermont and New Hampshire. The Bayley-Hazen Road was never used by the Continental Army as originally planned, but it proved to be instrumental to enabling white settlers to move into Caledonia, Essex and Orleans Counties, the area now known as Vermont s Northeast Kingdom. Later in 1776 Bayley was appointed Commissary General of the Continental Army's Northern Department. He was friendly with the St. Francis Indians, who provided him important intelligence on General John Burgoyne's army during its expedition from Canada into New York, enabling Bayley to keep Generals Philip Schuyler and Horatio Gates informed about the size and movement of Burgoyne's force. The intelligence Bayley provided played a key role in Continental Army's victory at the Battle of Saratoga, where Bayley commanded a division. During and after the Revolution, Bayley continued his involvement with Vermont's government, serving as a Newbury Selectman and Town Meeting Moderator, Orange County Probate Judge, Chief Judge of the County Court, and member of the Governor's Council. He died in modest financial circumstances in 1815 and was buried in Newbury s Oxbow Cemetery, never having received compensation for the personal expenses he incurred in support of the Revolution. General Bayley had a large family, and many of his descendants continued to reside in the Newbury area. In 1983 the Bayley Historic District was added to the National Register of Historic Places. Centered on US Route 5 in Newbury, the district consists of 12 principal buildings and numerous barns and outbuildings. The Bayley Historic District is a well-preserved collection of Federal and Greek Revival style dwellings dating from the late 18th to mid-19th centuries. All of the structures are wood frame and many have ells and wings which in some cases were originally free-standing dwellings. The district is a semi-rural setting, and serves as an excellent example of New England villages in the late 1700s and early 1800s. (submitted by William McKern)
