4 ANNUAL FORUM 2013 Toby Archer Director of Policy, Victorian Local Governance Association Toby Archer has worked in a range of client-focused and policy roles in the community sector and the trade union movement for more than a decade. Prior to joining the VLGA as Director Policy, Toby worked for the Tenants Union of Victoria where he led the organisation's policy unit and was a regular media commentator on residential tenancies, private rental market affordability and housing policy. He also worked on public campaigns including rooming house reform and Australians for Affordable Housing. Toby currently serves on the board of a regional community health service, and was previously on the board of the Moreland Energy Foundation. Toby holds a Master of Social Policy from the University of Melbourne. Brad Battin, MP Parliamentary Secretary for the Environment Newly appointed Parliamentary Secretary for the Environment, Brad Battin, is delighted to be launching the 2013 VCCCAR Annual Forum, in what will be one of his first official acts in his new role. He aims to provide strong support to Victorian Coalition Government Ministers in delivering positive outcomes for the Victorian community. Brad is the Liberal Party member for Gembrook. Prior to being appointment as Parliamentary Secretary for the Environment, Brad served on a range of parliamentary committees. Karyn Bosomworth Research Fellow, RMIT University Karyn is a Research Fellow in RMIT s Centre for Risk & Community Safety, and the Climate Change Adaptation Program (CCAP). Her research interests are policy-orientated and interdisciplinary, including climate change adaptation, adaptive governance, disaster risk management, institutional analysis, and the research-policy interface. Karyn is part of the VCCCAR funded project to develop decision-making guidance for urban land managers about using green infrastructure to address the urban heat island. She s also part of a National Climate Change Adaptation Research Facility (NCCARF) project exploring lessons that can be shared between disaster management and CCA. Lisa Caripis Research Fellow, Melbourne Law School, the University of Melbourne Lisa is a research fellow on a VCCCAR-funded project which examines the governance arrangements that shape our preparedness for and responses to climate-change related, sudden onset disaster events in Victoria. The project focuses particularly on the legal, regulatory and institutional aspects of these governance arrangements, their implication for how roles and responsibilities are allocated and defined, and their consequences for risk bearing. Lisa is also interested in the legal tools for tackling the causes of climate change and has published on carbon pricing regimes and the regulatory frameworks for renewable energy, energy efficiency and carbon sequestration. Hisham Elkadi Head, School of Architecture & Built Environment, Deakin University Professor Hisham Elkadi s research in the field of culture and urban ecology straddles both art and design on the one hand and engineering on the other. Hisham has published a number of books and more than 70 articles in high impact journals and international conferences. He also initiated and has managed Victoria Laboratory of Urban Ecologies to further applied research on speculative design in Victoria.

5 Patricia Fitzsimons Senior Research Fellow, School of Social & Political Sciences, University of Melbourne Patricia s research includes: institutional capacity to adapt to climate change; the socio-economic impact of change on Victorian landscapes; the role of social networks in adaptive governance; and regional strategic planning. Patricia is a former Board Member and Chair of the Environmental Planning Chapter of the Planning Institute of Australia (PIA) and the recipient of awards from PIA and the Surveying and Spatial Sciences Institute. With Jens Zinn, Patricia is an Investigator of the VCCCAR project Decision taking in times of uncertainty: towards an efficient strategy to manage risk and uncertainty in climate change adaptation. Hartmut Fünfgeld Acting Director, Urban Research Centre, School of Global, Urban and Social Studies, RMIT University Hartmut is a Research Fellow with the Climate Change Adaptation Program at the RMIT Global Cities Research Institute and was recently appointed Acting Director of the Urban Research Centre at RMIT. His research focuses on approaches and frameworks to facilitate planning and decision-making for local and regional climate change adaptation. Hartmut has several years experience working on climate change and sustainability issues with local government and communities in Australia and abroad. He has a PhD in human geography from the University of Heidelberg, Germany. Rob Gell VCCCAR Annual Forum MC Rob began his career teaching Geography and Environmental Science at Melbourne State College and the University Melbourne, then for thirty-one years presented television weather. He is now a Director of the consultancies; World Wind Pty Ltd, bhive Group Pty Ltd and the International College of Environmental Sustainability; as well as Chairman of the UNESCO Western Port Biosphere and Wildlife Victoria, and a member for the Victorian Coastal Council and the Commissioner for Environmental Sustainability s Reference Group. Lee Godden Director, Centre for Resources, Energy & Environmental Law, Melbourne Law School, University of Melbourne Professor Godden researches and teaches at Melbourne Law School where she is Director of the Centre for Resources, Energy and Environmental Law. Professor Godden has a longstanding research interest in climate change law. She has published widely on the topic of climate change governance, including local governance and climate adaptation. Professor Godden also researches in environmental law, natural resources law (especially water), property law and indigenous peoples land rights. Lee is the Chief Investigator on the VCCCAR project Governance models for adaptation and disaster risk management. Roz Hansen Chairperson, Ministerial Advisory Committee for the Melbourne Metropolitan Strategy, Deakin University Professor Roz Hansen is an urban and regional planner with more than 30 years experience working both in Australia and the Asia Pacific Region. From 1986 to 2011 Roz was a director and then the managing director of a multi award winning consultancy, Hansen Partnership. In 2012 she established Roz Hansen Consulting Pty Ltd seeking to continue to work on international projects offering expertise and skills in strategic planning at the local, provincial and national level. Since 1995 Roz has worked on several planning and development related projects in Vietnam including various government and international aid funded projects focused on managing and guiding the future growth and development of Hanoi City and its region.

6 Adriana Keating Research Fellow, RMIT University Adriana is Research Economist at the Centre for Risk and Community Safety. She conducts research on the economics of disasters and climate change adaptation, with an interdisciplinary approach and policy focus. She also provides economic input across a variety of Centre research activities. Adriana was previously an economist at AusAID, specialising in gender in development assistance. Adriana s work focuses on the economics of disasters and climate change, with particular reference to valuing indirect and intangible impacts. Rod Keenan Director, VCCCAR Rod Keenan is the Director of the Victorian Centre for Climate Change Adaptation Research. Rod has a BSc (Forestry) from the ANU and a PhD in forest ecology from University of British Columbia. He has research interests in forests and climate change, forest ecosystem services, forest resource assessment and environmental policy and has undertaken research in Canada, Japan and Papua New Guinea. He is author or coauthor of over 50 refereed journal publications or book chapters and numerous reports to government and industry. He is a member of the UN-FAO Advisory Group for the Global Forest Resource Assessment and Chair of the National Forest Research Priorities and Coordination Committee. As well as VCCCAR Director, Rod is Head of the Department of Resource Management and Geography at the University of Melbourne. Christine Kilmartin Manager, Sustainability Analysis, Department of Transport, Planning & Local Infrastructure Christine Kilmartin works at the Department of Transport, Planning and Local Infrastructure where she is currently Manager, Sustainability Analysis. She has a particular interest in balancing urban liveability with effective planning to minimise impacts on non-renewable resources. Vera Lubczenko Director, Engagement, Sustainability Victoria Vera s career spans some thirty years in government. During this time she has worked with a variety of sectors including education, environment, natural resource management, community and business. During her last six and a half years with Sustainability Victoria (SV) she has held a range of positions including Interim CEO & General Manager, Business, Community and Households. Prior to joining SV Vera had a long career within the environment portfolio which included working in state-wide natural resource management programs, large scale investment in water and community programs. She is passionate about having a vibrant and achievement oriented public service committed to delivering outcomes for the Victorian community. John Martin Director, Centre for Sustainable Regional Communities, La Trobe University Dr John Martin is Professor and Director of La Trobe University s Centre for Sustainable Communities based in Bendigo. Initially trained in the biology and natural resource management John has graduate degrees in sociology and PhD in Public Policy from the Australian National University. He has held academic positions at the University of Canberra, Queensland University of Technology and RMIT University. His research interests focus on the role of institutions, especially local governments, in the sustainability of rural and regional communities.

7 Beth McLachlan Sustainability Policy Coordinator, City of Melbourne Beth McLachlan is currently employed as Senior Sustainability Coordinator at the City of Melbourne, where she is responsible for the implementation of their climate change adaptation strategy and the review and update of their climate change mitigation and water strategies. Prior to starting at the City of Melbourne, Beth spent four years working on climate change, water and waste initiatives at EPA Victoria, where she lead EPA Victoria's climate change team and was instrumental in the development of their carbon neutral strategy. Beth has extensive experience in climate change and sustainability management across various sectors including government, education, manufacturing and finance. Kristine Nga Program Coordinator, ClimateWatch, Earthwatch Australia Kristine Nga is the Program Coordinator for Climate Watch, an initiative of Earthwatch Australia. ClimateWatch was developed by Earthwatch with the Bureau of Meteorology and the University of Melbourne to understand how changes in temperature and rainfall are affecting the behaviour of Australia's plants and animals. The first project of its kind in the Southern Hemisphere, ClimateWatch enables every Australian to be involved in collecting and recording data that will help shape the country s scientific response to climate change. Jonathan Overpeck Co-Director Institute of the Environment, University of Arizona, Lead Convening Author IPCC and 2013 VCCCAR Visiting Fellow Peck is the founding co-director of the Institute of the Environment at the University of Arizona. He has published over 130 papers in climate and environmental sciences and served as a Coordinating Lead Author for the Nobel Prize winning UN Intergovernmental Panel on Climate Change (IPCC) Fourth Assessment (2007). He was the founding director of the NOAA Paleo-climatology Program and also the World Data Center for Paleo-climatology. He has active research programs in North America, South America, Africa and monsoon Asia. Peck is the director of the University of Arizona Program in Translational Environmental Research, and commits significant time as principal investigator of the Climate Assessment for the Southwest Project (CLIMAS). Jean Palutikof Director, National Climate Change Adaptation Research Facility Professor Jean Palutikof is Director of the National Climate Change Adaptation Research Facility (NCCARF), and Professor at Griffith University on the Gold Coast, Queensland. She has worked throughout her career on climate change impacts and adaptation, seeking to understand the vulnerabilities of human societies and ecosystems to climate change, and how we can successfully respond to the challenge. She has been Lead Author and Review Editor for the second, third and fifth assessments of the Intergovernmental Panel on Climate Change (IPCC) and was proud to attend the ceremony in Oslo at which the IPCC received the Nobel Peace prize. Burke Renouf Coordinator Sustainability, City of Greater Geelong Burke has worked in a range of local government positions including Environmental Planner within the Strategic and Statutory Planning Departments, coastal planning, and Sustainability Coordinator at Geelong City Council. Burke managed the development and implementation of environmental strategies in sustainable water use, climate change adaptation, greenhouse reduction and sustainable procurement. Burke currently represents Geelong City Council on the Local Coastal Hazard Assessment for the Bellarine Peninsula and Corio Bay and coordinates climate change adaptation and sustainability programs within the City of Greater Geelong.

8 Liam Smith Director, BehaviourWorks, Monash University Liam is the Director of BehaviourWorks Australia at the Monash Sustainability Institute and prior to taking up this role, was Director of the Tourism Research Unit, also at Monash University. Liam s primary research interest is human behaviour, particularly pro-environmental behaviour, and he has published over 50 peer-reviewed journal articles, book chapters and reports on human behaviour and behaviour change. Liam s research has almost exclusively been conducted in collaboration with industry partners, with a focus on rapid implementation of results. He has received several accolades for his work, including acceptance into the Monash University s Research Accelerator program and best speaker awards. Daniel Voronoff Senior Policy Officer, Climate Change, Department of Human Services Daniel s focus of his work is climate change adaptation in the human services sector. DHS manages public housing, disability services, emergency recovery, and a range of children, youth and family services. The focus of adaptation work in the Department is upon embedding climate change into risk management and business planning practice. The Department is collaborating with CSIRO, modelling the climate change effects on housing, and with RMIT and VCCCAR, examining adaptation in the funded non-government service provider sector. Philip Wallis Research Fellow, Monash University Phil is a Research Fellow at Uniwater, a joint initiative of the University of Melbourne and Monash University. He is based in the Monash Sustainability Institute where he participates in a number of research areas, including: demand management across energy, water and transport; developing measures of ecological sustainability in the Goulburn-Broken Catchment; and systemic and adaptive water governance. Phil has a range of research interests in science, geography and systems thinking, with sustainability an underlying theme to his endeavours. Jan Wisniewski Editor, The Conversation Acting as one of two Deputy Editors for the Environment & Energy section at The Conversation, Jan works closely with academics and scientists to publish news and analysis articles regarding climate change and other environmental issues. The Conversation is an independent media organisation which distributes information from the academic and research communities direct to the public. Jens Zinn Associate Professor, School of Social & Political Sciences, University of Melbourne Jens is Associate Professor in Sociology at the University of Melbourne. He worked in a number of collaborative research centres and networks on risk in Germany and the UK before joining the University of Melbourne in He is an expert in interdisciplinary risk research, which includes risk perception and communication, risk governance and regulation, and socio-cultural approaches to risk. With Patricia Fitzsimons, Jens is the Chief Investigator of the VCCCAR project Decision taking in times of uncertainty: towards an efficient strategy to manage risk and uncertainty in climate change adaptation.
