Given CASP's proximity to downtown and other market forces, there is currently, and will continue to be, greater pressure to develop the area for residential over other uses. As such, we agree with the City Planning Department and Planning Commission that the combination of a 1.5 residential base FAR in the CASP's Urban Village, along with the development incentives included in CASP, will facilitate balanced, high-density development in the area.
