3 The Owen Sound Housing Company- A Brief history Hard Driving Mayor Has Done The Impossible Aged, Widows To Occupy 40 Clean, Modern Suites Mastermind of unique housing scheme was Mayor Eddie Sargent 35,, mayor of Owen Sound for six terms. Believed to be the only one of its kind in Canada The $200,000. project was sponsored by Owen Sound Housing Company, headed by Frank Smith.The company was set up to bring Mayor Sargent s dream to reality.
4 The Owen Sound Housing Company founded 1950 If the people of Owen Sound are a little smug these days, you can hardly blame them. Their small city has accomplished something no other community has been able to do. The idea was basically to supply good housing accommodation to elderly and deserving families that would otherwise, through no fault of their own, not be able to afford it. Sun Times, February 1952 Eddie Sargent, the smiling, hard driving mayor had the idea. At 35 he has been mayor for six terms and his abilities are being recognized far afield from his home town.
5 The Owen Sound Housing Company Mayor Pulled A deal Municipalities have no authority under present legislation to go into the housing business - for aged pensioners or notbut here is how Mayor Sargent, with the added dry wit of Frank Smith, pulled a deal. An audacious Mayor - a daring move Since Owen Sound itself could not go ahead and build the apartments, in February of 1950, they set up a Limited Dividend Company called The Owen Sound Housing Company, which was to act on behalf of the City of Owen Sound. In other words this company was set up as the local housing authority. Mayor Sargent and his aides, through the cooperation of the Honourable William Greisinger, Minister of Planning and Development, and after long sittings with the Municipal Board, finally got the approval they required. It was for the city to make the project an outright gift, to go under the fence, it is described, as purchasing of stock in the so- called Owen Sound Housing Company Limited to the extent of 10 per cent equity money and costs of services. 6 City of Owen Sound A Pioneer in Social Housing Owen Sound Housing Company Limited (Frank Smith Apartments) Founded in February 1950 by 3 prominent citizens Francis Smith Jack Crossley Ivor Wagner Eddie Sargent Member of Council William Lemon Member of Council There are 5 buildings with 8 apartments in each (6 one bedroom and 2 studio) The buildings officially opened in fall 1951.
7 The Frank Smith Apartments Ownership Owen Sound Housing Company Limited was formed in 1950 and exercised its rights to incorporate, rights to issue stock, rights to carry on business of a limited dividend housing corporation. As such, it formed a partnership with the City for the transfer of land, security for loans, etc. The City of Owen Sound owns 520 shares of stock in the Owen Sound Housing Company Limited valued at $50.00 per share. An additional 6 shares were issued. Each of the founding members was issued 1 share ($50.00 value) and a sixth share was issued to Owen Sound Housing Company Limited.
