1 ENERGY STAR Portfolio Manager Guide Version 3.0 Step-by-step instructions on how to enter your building s data to comply with Minneapolis s Building Energy Benchmark Ordinance prepared by the Center for Energy and Environment February 2016

2 What is Energy Benchmarking? Benchmarking tracks the total electricity, natural gas, steam, or other utilities used in a building (often called energy or building performance). The U.S. EPA s ENERGY STAR Portfolio Manager is the standard free benchmarking tool. This How to Guide shows how to benchmark a building to determine its: Energy Use Intensity (EUI), which indicates the building s energy use per square foot (kbtu/sq. ft.) per year. A lower number indicates a more efficient building ENERGY STAR rating. About 20 types of buildings are eligible to receive an ENERGY STAR rating. A higher score indicates a more efficient building. See How Your Building s Energy Use Stacks Up! When you are finished benchmarking, compare your building s energy use intensity (Site EUI), which is its annual energy use per square foot with other similar types of buildings in Minneapolis at: The first information release is based on data analyzed from public buildings 25,000 SF or greater that had 2012 energy use reported to the City, as required by the Minneapolis Energy Benchmarking and Reporting law.

3 Before You Get Started With Portfolio Manager Before going onto the computer, you will need collect certain information about your property(ies) that are necessary inputs into Portfolio Manager. Step 1: Collect Building Data A. Collect the following basic property information: 1. building name 2. building address 3. year built 4. building owner or property manager 5. building size - The is the total size, as measured between the principal exterior surfaces of the enclosing fixed walls of the building(s). This includes all areas inside the building(s) such as: occupied tenant areas, common areas, meeting areas, break rooms, restrooms, elevator shafts, mechanical equipment areas, and storage rooms. should not include interstitial plenum space between floors, which may house pipes and ventilation. is not the same as rentable, but rather includes all area inside the building(s). Leasable space would be a subset of. In the case where there is an atrium, you should count the at the base level only. Do not increase the size to accommodate open atrium space at higher levels. The should not include any exterior spaces such as balconies or exterior loading docks and driveways. 6. occupancy - Average Occupancy is a percentage reflecting the occupancy level of the property. The occupancy is measured as the percentage of the property that is occupied and operational. B. Obtain the following details about the building s use: 1. The primary use of the building. For example: multifamily, office, warehouse, etc. Property types, definitions and use details can be found here: on_ _508.pdf

4 2. Operating hours. The is the total number of hours per week that the property is occupied by the majority of the employees. It does not include hours when the property is occupied only by maintenance, security, or other support personnel. The is not the same as the hours during which the HVAC equipment is run, but rather should be based on the hours during which your property is actually occupied by the majority of the tenants. For properties with a schedule that varies during the year, refers to the schedule most often followed. If your property is still in the design phase, this value should reflect the best estimate of conditions that will be in effect when the property is fully operational. In addition, please note these specific property type considerations: Retail Store The should reflect the hours when the store is open to customers.. Worship Facility The should reflect hours when the facility is typically open for operation, which may include worship services, choir practice, administrative use, committee meetings, classes, or other activities. Office and Financial Office It is possible that these hours may correspond to hours specified within a lease, during which the owner is required to provide the leasee with conditioned space. However, this number should never include additional HVAC startup or shutdown time. Non-Refrigerated Warehouse, Refrigerated Warehouse, and Distribution Center should reflect only hours when workers are present at the Warehouse. 1. For buildings eligible for an ENERGY STAR score, other details like number of workers, etc. are required for benchmarking. Use the Property Use Details Worksheet for ENERGY STAR Eligible Buildings in Appendix A of this guide. Step 2: Obtain Energy Meter Usage Data You will need energy data that covers the time period from January 1 to December 31 in the reporting year to benchmark your building. Because of when your meters are read, it is best to collect your billing data from December of the year prior to the reporting year to January of the

5 year following the reporting year. You can take this data directly off your monthly billing data or you can request these 14 months of usage from your utilities. Utility release forms which request the energy billing data from the appropriate utility are included in Appendix B. For further instructions on obtaining data from specific utilities, refer to the how-to guides linked on the web page. If your tenants pay their utility bills, the ordinance contains a provision which requires tenants to provide utility information to the building owner upon request. Tenants can use the utility release forms to have their data sent to you. Why 14 months of billing data? You need all data for the entire reporting year, which likely will include both your December bill of the year prior to the reporting year AND the January bill from the year following the reporting year. Step 3: Obtain Water Meter Usage Data You can access your water usage from the City of Minneapolis website by going to the Minneapolis Utility Billing webpage at:

6 Click on the Online Account Access link and sign in to your account under the Standard Access tab by typing in the address of your property:

7 Click on the Continue button and then select your address. This will bring you to your Account page and click on the Consumption History link in the menu on the left of the page: On your Consumption History > Water Service page, there appears a table of your water usage. Below is an example for reporting year 2014.

8 Click on the Export to Excel button in the upper right hand corner above the table. A file called consumptionexcel.xls will be saved to your computer.

9 You will use this data for your water usage inputs into Portfolio Manager. Getting Started with Portfolio Manager Step 4: Create a Portfolio Manager Account (skip to Step 5 if you already have an account) To comply with the ordinance, benchmark your building s energy and water use using the ENERGY STAR Portfolio Manager tool. If you do not already have a Portfolio Manager account, you will need to create one. A. Create a new account in Portfolio Manager at Please complete and submit this form to register for an account with Portfolio Manager. After submission, you will receive an confirmation. If your provider actively filters spam, please add "noreply@energystar.gov" to your address book to ensure delivery.

10 KEEP A RECORD of the username and password.

11 B. Answer the basic questions about you and your organization. 1. If you are creating an account that you intend to use as your organization's account, then you may want to consider entering your organization name in the first and last name fields in order to make it easier for other Portfolio Manager users to find your organization. Example: First Name: Company ABC, Last Name: Web Services Division

12 1. If you have more than one "primary business," just pick the best option. Portfolio Manager will determine your category for a score based on the information, like square footage, that you enter for each of your property uses. 2. For Reporting Units, choose Conventional EPA Units (e.g., kbtu/ft 2 ). 3. For Will you be using the web services API to develop software to exchange data with Portfolio Manager?, choose No. C. Permit searchability in Portfolio Manager. 1. You can connect with other people in Portfolio Manager to easily share information. Your account must be searchable in order for others to send you a connection request. Connections are necessary to share your properties with others (either individuals or organizations); you need to be connected with them. To make a connection, go to the Add Contact or Add Organization page and search for them within Portfolio Manager (they need to have a Portfolio Manager account). Once you find them, send a

13 Connection request. After they accept your connection request, they will show up on your list of connected contacts. D. Create security questions and then create your account. 1. Portfolio Manager will randomly select one of your security questions to verify your identity in specific situations, for example, if you forget your password. More information on Portfolio Manager can be found here: You can also watch this video, which provides a step-by-step guide to using Portfolio Manager. E. Create a Contact with the City of Minneapolis (optional) This is an optional but recommended step to keep in communications with the City. Click on the Contacts link in the upper right hand corner of the screen.

14 This bring up the My Contacts page. In the upper right hand corner of this page is the Search box. Search for the MPLSBENCHMARK by filling out the box as shown and click on the Search button. An alternative way to search for Environmental Services is to click the Add Contact button and the following screen will appear. Under Name, type in Environmental Services and then click the Search button.

15 In the Search results, find Environmental Services with City of Minneapolis amongst the list of contacts provided: After clicking on the Connect button, the following window appears: A request has been sent to the City and they will be a contact when they accept your request. You will see them listed as a connected contact in your address book. Connecting with contacts will make it easier to send reports of your property information to the City from within Portfolio Manager.

16 Benchmarking Your Property Step 5: Input Property Information into Portfolio Manager A. If you are not logged in to your ENERGY STAR Portfolio Manager account, log in at Under the MyPortfolio tab, choose Add a Property.

17 B. Set up a property. On this screen, there are three fields to complete: 1. Select the primary function of the property. Because we focus on whole building benchmarking, you want to select the property type that best reflects the activity in the majority of your building. Don't worry if you have other tenants with different business types, just select the main activity.

18 1. Select the number of buildings. Not sure what kind of property you are? Most people will select, One: My property is a single building. If the property is a campus, please read the Campus Benchmarking Instructions in the appendix. A campus is a set of buildings on a shared energy meter or central heating plant (not including hospitals, senior care, or K 12 schools). 1. For your Property s Construction Status, select Existing. 1. Once you ve filled out these three fields click the blue Get Started! button. C. Enter Basic Property Information including the building name, address, year built, occupancy and gross floor area (not including parking).

19 1. A set of questions also follow that pertain to the primary function you have chosen for the property. Answering these simple questions will help Portfolio Manager guide you in entering your property correctly. Answering these questions will tell Portfolio Manager if there are other uses of the property that should be considered. If there are additional uses, Portfolio Manager will ask you for additional inputs to quantify those other uses. Below are the questions that appear if the primary function of the property is an office building. Notice that additional uses in the property could include parking areas, data centers, retail stores, and restaurants/cafeterias.

20 2. Upon completion of this page, click Continue. D. Define how the property is used. On this screen, you will enter details about the primary building use, and additional property uses, based on what was selected as the property s primary function and the responses made to the set of questions provided at the bottom of the previous screen. The specific use details required will differ based on the property uses selected. Refer to the Appendix, Property Types, Definitions, and Use Details for ENERGY STAR Portfolio Manager of this guide or _508.pdf Below are the input screens for Office Use with additional uses being Data Center Use and Parking Use:

21 1. Any of these uses can be deleted if they do not apply 2. Hover the computer mouse over each property use characteristic for definitions. 3. If you don t have all the information, use Default/Temporary values. Please update this with real information later or your score will not be accurate. 4. Click on Add Property when you have completed this page.

22 D. Input City of Minneapolis Building ID and Property ID Numbers In the letter from the City, your property has been assigned unique Building ID and Property ID Number. To add this to your property information in Portfolio Manager, you will need to follow the steps below: 1. Click on the Details tab. 2. Scroll down, and you ll see a box on the left titled Unique Identifiers (IDs). Click Edit.

23 3. On the next page, scroll down and you ll find the Standard IDs box. You ll be able to select Minneapolis Building ID from the dropdown menu and type in your building s unique value in the box on the right, then click Add Another. 4. In the same Standard IDs box, now select Minneapolis Property ID from the dropdown menu and type in your property s unique value in the box on the right, then click Step 6: Enter Utility Bill Energy & Water Usage into Portfolio Manager A. Click on Meters tab for your property.

24 In order to receive a score for your property, you must provide an energy meter. Click on the Add Another Meter button under Energy Meters. B. To track your energy, create an energy meter for each source of energy from a utility, a neighboring building, or an on-site solar or wind panel by selecting all of the choices that apply in the box shown.

25 If you purchase a raw fuel (e.g. gas) and produce your own fuel (e.g., electricity or chilled water), you only need a meter for the fuel you purchased (e.g. gas), and not for the fuel you produce. 1. Make sure to check District Steam and/or District Chilled water if you purchase either from NRG. These will be included in your buildings total energy use. 2. Click Get Started! when you have completed your choices. C. Enter information about each energy meter that you have created.

26 The meter's Units and Date Meter became Active are required. In Minneapolis, the following units should be used for the given utility: 1. Xcel Energy, electricity = kwh, 2. CenterPoint Energy, natural gas = therms, and 3. NRG Energy Center Minneapolis, district steam = klbs. (thousand pounds) and district chilled water = ton hours. You can also change the meter's name in the table. We suggest that you use the utility meter number (found on the bill or the energy use data provided by the utility) for the Meter Name. For Date Meter became Active, you can enter the meter read date for December Click on Continue when you have completed the information. D. Enter the actual energy consumption information for each meter. To receive a ENERGY STAR score, you must enter energy meters that account for all energy use for all fuel types in the whole building, regardless of who receives or pays the utility bills. To ensure accurate analysis, EPA applies limitations on this data as follows: 1. You must include all energy used by the property (e.g., electricity, gas, oil, steam, onsite renewable energy, etc.) 2. There must be at least 12 full consecutive calendar months of energy data for all active meters and all fuel types.

27 There are four ways to enter meter data. First, you can enter manually. For each month of usage you need to enter the Start Date of the billing cycle, the End Date, the Energy Usage, the Cost ($) which is optional, and Estimation. If you click the Estimation box, it means the meter reading was an estimate. Leaving the box empty means that the usage is calculated from an actual reading. This is the default. Note: for a specific usage period, the End Date that you should enter will be the Read Date given on your billing data for that usage period. The Start Date for that usage period will be day after the Read Date of the previous billing cycle. Second, you can upload a specially formatted spreadsheet with just your bill data for each of the meters.

28 ENERGY STAR has made available an Excel spreadsheet template that you can use to upload your basic bill information. Below is an example of a filled out spreadsheet for reporting year Notice that the fields for Estimated Value must be filled in, FALSE for an actual reading and TRUE an estimated reading. The monthly energy use cost is optional and not required for the EUI calculation. The data can be entered into the template in chronologically descending order. Third, for advanced users, you can use the Portfolio Manager upload tool that allows you to set up all of your meters and enter bill data.

29 You create a Custom Upload Template if you want to add property use or meter information for multiple properties.

30 And finally, you can hire an organization that exchanges data to update your energy data automatically. This might be a good option if you have a lot of meters. After the data has been successfully inputted for each meter, click on the Finish Meter Set Up button at the bottom of the screen. E. If your building has a data center that has its own power and cooling systems and requires a constant power load of 75kW or more, then its submetered data should be set up here. If not, skip this and do not include a data center as part of your property.

31 F. The water meters are set up exactly the same way as energy. Information must be added for each meter as with the energy use meters.

32 The meter's Units and Date Meter became Active are required. In Minneapolis, water billing rates are charged by water units where 1 water unit = 100 cubic feet. So, the units chosen for the water meter should be ccf (hundred cubic feet). You can also change the meter's name in the table. As with the energy meters, we suggest that you use the spreadsheet template to upload your water bill information. The same process applies. Below is the Excel spreadsheet created from the water use data that was downloaded from the City in Step 3 above for reporting year 2013.

33 F. The final step is to select the meters that should be included in the energy and water use metrics. You should also indicate whether these meters account for the total energy and water consumption of the property or not, respectively. If the utility meters listed do not cover all energy consumption at the building, indicate the section(s) of the properties that your meters service.

34 Click on the Apply Selections button after you have finished with your selections. Step 7: Examine Results for Your Property After pressing Apply Selections, a screen appears with showing the results of your property. Your property will get an ENERGY STAR Score, a Source EUI Trend graph for the time period that utility bills were provided, and a Total GHG Emissions Trend graph for the same time period. Below is a sample screen shot of the Summary page.

35 The metrics that Portfolio Manager calculates depend on your use details and your energy bills. Checking the quality and completeness of the information you have entered for your property provides a more accurate picture of the energy efficiency of your property and what areas might need improvement. To identify any possible issues, you can run the Data Quality Checker to inspect the information you have entered. The Data Quality Checker inspects the information you have entered for your property that corresponds to a 12-month period you select. It

36 identifies irregularities in the information and provides you with links to help you improve the quality of the information you have provided. Click on the Check Data Quality button on the Summary page to run the Data Quality Checker. When you select a year ending date and run the checker, Portfolio Manager inspects the use details and bills (meter consumption information) for your property during the 12 months ending in the date. If any abnormalities are found, alerts are displayed. You may choose to make revisions to clear the alert or clicking the button near the bottom of the page to save your alerts and explanations for this date. Any previous explanations are replaced with new information for this date. If you resolve an alert, the next time you run the checker for this date, any explanations you have provided for this date are also cleared. Things to double check: Building source energy EUI numbers should fall somewhere in the 100 to 500 kbtu/sf range. If something looks very different: Make sure you are looking at source EUI and not site EUI Did you enter data using the correct energy units? Natural gas is entered in therms, electricity in kwh, steam in MMlbs, and chilled water in ccf. Check that you entered your floor area correctly, and that the floor area accounts for all of the areas that energy and water use are reported for. Check that your reported use covers all days of the appropriate year, From January 1 - December 31. This will likely require that you submit data from 13 monthly billing cycles. Step 8: Reporting Your Data to the City of Minneapolis In order to comply with the Energy Disclosure Ordinance, you need to report your property(ies) s data to the City. This is done using the reporting functions of Portfolio Manager. The City has created a report template in Portfolio Manager and in this template, data fields have been selected which will be filled by Portfolio Manager for the property(ies) that you

37 enter. Access the data request link from Submit your Data left panel on the benchmarking website: The data request link is different every year and is updated in late winter annually. This will bring you to the Respond to Data Request page in Portfolio Manager. This response has also been added to your "Templates & Reports" list on the Reporting tab. Below is an example for reporting year 2014.

38 Notice that in the Your Response box, the Timeframe cannot be selected. This is because the City has specified the timeframe in the Data Request for the reporting period, which is January 1 through December 31 in You do need to select your property(ies) whose data are required by the Building Benchmarking & Disclosure Ordinance.

39 Select the Number of Properties and then the specific properties to be applied to the data request. After you have selected the properties, click on the Apply Selection button.

40 Then click on the Generate Response Preview button. This brings you to the Reporting tab: Click on the Action dropdown menu of the Data request report and choose Send Response. This brings you to the Confirm Response to Data Request screen:

41 Choose Excel for the format of the data report. To E-Sign your Data response, check the box and then click on the E-Sign Response button. Then click the Send Data button. The following box will appear:

42 Click on the Continue button and you will be returned to the Reporting tab with a box that confirms that your request has been sent: You will also receive a confirmation from ENERGY STAR with a receipt and a copy of the data report attached. Congratulations. You have now successfully disclosed your property data to the City of Minneapolis and you are in compliance of the Energy Disclosure Ordinance for the selected property(ies).

43 Appendix A Property Types, Definitions, and Use Details for ENERGY STAR Portfolio Manager Portfolio Manager contains more than 80 property types to choose from when setting up your property, in order to best identify the primary use of your property. Tables A1 and A2 list property types available in Portfolio Manager, along with their definitions and the property use details that you will need to enter. Table A1 lists property types that are eligible to receive the ENERGY STAR score. The ENERGY STAR score can be used to compare the property to similar properties nationwide and locally. To identify your building's group of peers, more than 50 percent of your building's gross floor area (excluding parking lots and garages) must be defined as one of the eligible property types. The remainder of your building may house other property types, and you can still get a ENERGY STAR score. However, that s subject to a few restrictions: 1. Your parking garage can t be bigger than your building. Or in technical terms, the combined floor area of all enclosed and unenclosed parking structures can t exceed the total gross floor area of the building. 2. You can t have more than 25 percent of your floor space be ineligible for a score. The combined floor area of any property use types that do not have an ENERGY STAR score (i.e., types not listed on the link above) can t exceed 25 percent of your total floor area. To be eligible to receive a ENERGY STAR score, there are minimum and maximum thresholds for these values. These limits are designed to make sure that your building operates similarly to the peer group used for comparison. To be eligible to receive a ENERGY STAR score, your building must meet the thresholds listed below.

44 Property Type Requirement (Property types must ) All buildings (that includes you!) Hospitals Municipal wastewater treatment plants Be at least 5,000 square feet. There are four exceptions to this rule: 1. Banks may be as small as 1,000 square feet 2. Religious worship facilities may be as small as 1,000 square feet 3. Hospitals must be at least 20,000 square feet 4. Data centers do not have a square-foot minimum Be in operation at least 30 hours per week. There are two exceptions to this rule: 1. This doesn t apply to buildings that are not asked for hours of operation, such as hotels and hospitals 2. This doesn t apply to religious worship facilities. Have at least 1 worker during the main shift, when this is asked. Have at least 1 bed set up and staffed for use Have an average daily wastewater flow greater than 0.6 million gallons per day (MGD) Have an average influent biological oxygen demand (BOD 5 ) level greater than 30 and less than 1000 Have an average effluent BOD 5 level greater than 0 Offices, bank branches, financial offices, and courthouses Have at least 1 Personal Computer (PC) Residence halls/ dormitories and barracks Have at least 5 rooms Retail stores Have at least one cash register Have an exterior entrance to the public Be a single store only Senior care facilities Not have an average number of residents that exceeds the resident capacity Religious worship facilities Have at least 25 seats and no more than 4,000 seats

45 Table A2 lists property types where the ENERGY STAR score is not available. They will still receive an Energy Use Intensity (EUI) score, which is a measure of the energy use per square foot. The EUI can be used as for comparison purposes but data is not available for benchmarking using national databases. Please Note: Some buildings have multiple uses (e.g. office, data center, and parking). Complete the fields below for each major use in the building. Portfolio Manager default values can be used for all property details except gross floor area. Default values will result in an approximate score. Real data should be added later to accurately measure the building s energy performance. Tip: For buildings with same use (i.e. several offices), enter the uses separately only when the total weekly operating hours among tenants differs by more than 10 hours. Table A1. Property Type Property Definition Use Details Bank Branch Courthouse Bank Branch refers to a commercial banking outlet that offers banking services to walk-in customers. Gross Floor Area should include all space within the building(s), including banking areas, vaults, lobbies, atriums, kitchens used by staff, conference rooms, storage areas, stairways, and elevator shafts. Courthouse refers to buildings used for federal, state, or local courts, and associated administrative office space. should include all space within the building(s), including temporary holding cells, chambers, kitchens used by staff, lobbies, atriums, conference rooms and auditoriums, fitness areas for staff, storage areas, stairways, and elevator shafts. * * * * Heated* Cooled* * * * * Heated* Cooled*

46 Data Center Distribution Center Financial Office Data Center refers to buildings specifically designed and equipped to meet the needs of high density computing equipment, such as server racks, used for data storage and processing. Typically these facilities require dedicated uninterruptible power supplies and cooling systems. Data center functions may include traditional enterprise services, on-demand enterprise services, high performance computing, internet facilities, and/or hosting facilities. Often Data Centers are free standing, mission critical computing centers. When a data center is located within a larger building, it will usually have its own power and cooling systems, and require a constant power load of 75 kw or more. Data Center is intended for sophisticated computing and server functions; it should not be used to represent a server closet or computer training area. should include all space within the building(s) including raised floor computing space, server rack aisles, storage silos, control console areas, battery rooms, mechanical rooms for cooling equipment, administrative office areas, elevator shafts, stairways, break rooms and restrooms. Distribution Center refers to unrefrigerated buildings that are used for the temporary storage and redistribution of goods, manufactured products, merchandise or raw materials. should include all space within the building(s) including space designed to store non-perishable goods and merchandise, offices, lobbies, stairways, rest rooms, equipment storage areas, and elevator shafts. This should not include exterior/outdoor loading bays or docks. Financial Office refers to buildings used for financial services such as bank headquarters and securities and brokerage firms. should include all space within the building(s) including offices, trading floors, conference rooms and auditoriums, vaults, kitchens used by staff, lobbies, atriums, fitness areas for staff, storage areas, stairways, and elevator shafts. * IT Energy Configuration* UPS System Redundancy* Cooling Equipment Redundancy* * * * Number of Walk-in Refrigeration/Freezer Units* Heated* Cooled* * * * * Heated* Cooled*

47 Hospital (General Medical & Surgical) Hotel Hospital refers to a general medical and surgical hospital (including critical access hospitals and children s hospitals). These facilities provide acute care services intended to treat patients for short periods of time, including emergency medical care, physician's office services, diagnostic care, ambulatory care, surgical care, and limited specialty services such as rehabilitation and cancer care. The definition of Hospital accounts for all space types owned by the hospital that are located within the Hospital building/campus, including non-clinical spaces such as administrative offices, food service, retail, hotels, and power plant. should include all space within the building(s) on the campus including operating rooms, bedrooms, emergency treatment areas, medical offices, exam rooms, laboratories, lobbies, atriums, cafeterias, rest rooms, stairways, corridors connecting buildings, storage areas, and elevator shafts. More than 50% of the gross floor area of all buildings must be used for general medical and surgical services and more than 50% of the licensed beds must provide acute care services. Properties that use more than 50% of the gross floor area for long-term care (including longterm acute care), skilled nursing, specialty care, and/or ambulatory surgical centers or that have less than 50% of their beds licensed for acute care services are not eligible for an ENERGY STAR score. If your facility does not meet this definition, it is not eligible for an ENERGY STAR score as Hospital. You can choose from the other available healthcare property types: Ambulatory Surgical Center, Medical Office, Other/Specialty Hospital, Outpatient Rehabilitation/Physical Therapy, Urgent Care/Clinic/Other Outpatient, or Senior Care Community.
