3 Modern code systems employ a series of complimentary fire safety concepts. If any one concept had to singled out as most important to the occupant in the time of a disastrous event, it would be Means of Egress. History demonstrates that the ability of the occupants to quickly and efficiently exit the building is often the difference between life and death.

4 Iroquois Theater (1903) :602 fatalities - mostly attributable to blocked exits; a confusing egress path; inward-swinging doors; inadequate exit signage; combustible interior finish; and a lack of fire suppression.

5 Triangle Shirtwaist Factory (1911): 146 fatalities - attributed to locked exits; inadequate exit capacity; combustible contents; and a lack of fire suppression.

6 Cocoanut Grove nightclub fire (1942): 492 fatalities - inadequate exit capacity and arrangement; inward swinging doors; inadequate exit signage; combustible interior finish; vertical openings; and a lack of fire suppression.

7 Beverly Hills nightclub fire (1977): 165 fatalities - due to inadequate exit capacity and arrangement; combustible concealed spaces; and a lack of fire suppression

10 that the ability of the occupants to escape to the outside of the a structure may be the single most important factor in the survivability of a building fire. In order to ensure that occupants are able to safely leave a building in any situation, the IBC and IFC regulate the occupant load, construction features of the means of egress, and maintenance of the means of egress.

11 Consensus code authorities have agreed upon common terminology to be used when describing and regulating the means of egress. The means of egress is defined as a continuous and unobstructed path of vertical and horizontal egress travel from any occupied portion of a building or structure to a public way.

12 The public way is a street, alley or other parcel of land open to the outside air leading to a street, that has been deeded, dedicated or otherwise permanently appropriated to the public for public use and which has a clear width and height of not less than 10 feet. The means of egress consists of three separate and distinct parts: Exit access Exit Exit discharge

13 The exit access is the portion of a means of egress from any point in a building to an exit. The exit is that portion of the means of egress system that is between the exit access and the exit discharge. Exit components include: Exterior exit doors at the level of exit discharge Interior exit stairways or ramps (protected path of travel) Interior exit passageways (protected path of travel) Exterior stairways or ramps Horizontal exits

14 The exit discharge is the portion of a means of egress from the exit to the public way. A horizontal exit is a path of egress travel form one building to an area in another building on approximately the same level, or around a wall or partition to an area on approximately the same level in the same building, which affords safety from fire and smoke from the area of incidence and areas communicating therewith.

16 1. An established design occupant load based on the use of the space. 2. Provide adequate exit capacity in both number and width based on the design occupant load. 3. Provide that multiple exits from a space be sufficiently remote from one another. 4. An established a maximum travel distance from any point within the space to an exit.

17 5. Are established minimum ratings for corridors and exit enclosures. 6. Establish criteria for direction of door swing, size, and methods of locking and latching. 7. Provide adequate marking and lighting of all portions of the means of egress. 8. Maintain the means of egress to be free of obstructions and available for use at all times.

18 Sets the minimum amount of persons for which exits in a building or space must be designed to accommodate. When fixed seating is provided, the total amount of fixed seats is the design occupant load.

19 When fixed seating is not provided, and for areas such as waiting spaces, Table provides the maximum floor area allowed per occupant. Gross: square footage contained within the walls of a space including hallways, closets, restrooms and similar spaces. Net: actual square footage the persons will occupy.

21 Exception: When approved by the Fire Code Official, the actual number of occupants for whom each occupied space, floor, or building is designed, although less than those determined by calculation, shall be permitted to be used in the determination of the design occupant load.

22 Increased Occupant Load: The occupant load permitted in any building or space is permitted to be increased from the number established by table , provided that all other requirements of the code are also met based on such modified number and the occupant load does not exceed 7 square feet of occupiable floor space per person.

26 Posting of the Occupant Load: Every room or space that is an assembly occupancy shall have the occupant load of the room or space posted in a conspicuous place near the main exit or exit access doorway.

27 In most cases, buildings and floor areas are required to be provided with 2 independent exits. Multiple exits are required based on occupant load, travel distance, and occupancy type. Table (2) lists conditions where a single exit is permitted.

33 The distance that must be travelled before reaching a protected area such as an enclosed stair, exit passageway, exterior door, or horizontal exit is the Exit Access. The length of Exit Access travel is limited based on the occupancy group and whether or not the building is protected with fire sprinklers.

36 Dead End Corridors are prohibited. A Dead End Corridor is a corridor, hallway, or passageway open to a corridor that can be entered from the exit access without passage through a door, but which does not lead to an exit. The common path of egress travel is the portion of the exit access that building occupants must travel before 2 distinct paths of travel to 2 exits are available.

40 Stairway enclosures shall have a fire resistance rating of not less than 2 hours where connecting four or more stories and not less than 1 hour where connecting less than four stories.

42 In relation to doors, the IFC Chapter 10 prescribes the size of the opening, the direction of the door swing, and the manner of locking and latching. The IFC also prescribes the minimum and required widths of egress components such as stairs, ramps, and corridors.

44 Doors shall swing in the direction of egress when serving an occupant load of 50 or more or a Group H Occupancy. Doors shall be readily openable from the egress side without the use of a key, tool, or special knowledge. The unlatching of any door or leaf shall not require more than one operation.

45 Doors serving a Group H occupancy and doors serving rooms or spaces with an occupant load of 50 or more in a Group A or E occupancy shall be not be provided with a lock or latch unless it is panic hardware or fire exit hardware.

46 The means of egress shall be illuminated at all times the building or space served by the means of egress is occupied. The illumination level shall not be less than 1 footcandle at the walking surface.

47 Emergency Power: The power supply for egress lighting shall be normally provided by the premises electrical supply.

48 In the event of a power failure, an emergency electrical system shall automatically illuminate all of the following areas (in buildings or spaces that require 2 or more exits). Aisles and unenclosed stairways Cooridors, interior exit stairs and ramps, exit passageways Exterior egress components at other than the level of exit discharge until exit discharge is accomplished. Interior exit discharge elements Exterior landings for exit discharge doorways.

49 Emergency power shall be provided for a duration of not less than 90 minutes and shall consist of storage batteries, unit equipment or an onsite generator. Emergency power installation shall be in accordance with IFC 604.

51 EXIT Signs are required to mark all Exit and Exit Access doorways. Signs shall be readily visible from any direction of egress travel. No point in an exit access corridor or passageway shall be more than 100 or the listed viewing distance for the sign (whichever is less) from the nearest visible exit sign.

52 Exceptions to EXIT sign requirement: Not required in rooms or areas that require only 1 exit or exit access. Main exterior exit doors that are obviously and clearly identifiable as exits need not have an exit sign when approved by the Fire Code Official. Exit signs are not required in occupancies of Group U and individual sleeping rooms of Group R-1, R-2, and R-3. Exit signs are not required in dayrooms, sleeping rooms, or dormitories in occupancies in Group I-3. In occupancies of A-4 or A-5, exit signs are not required on the seating side of vomitories or openings into seating areas where exit signs are provided in the concourses that are readily apparent from the vomitories.

53 EXIT Signs shall be internally or externally illuminated to 5 foot candles at the face of the sign. NEW REQUIREMENT: Floor level EXIT signs are required in areas serving guest rooms in Group R-1 occupancies and shall be internally illuminated.

54 Required means of egress shall be continuously maintained to be free of obstructions or impediments to full and instant use in the case of fire or other emergency when the building is occupied. An exit or exit passageway shall not be used for any purpose that interferes with the means of egress.
