1 Tidewater Community College Crisis and Emergency Management Plan Appendix F Emergency Operations Plan A. Purpose Annex 4 Tornado/Severe Weather These procedures apply in cases of locally severe weather, such as a tornado or electrical storm, which has the potential to directly affect a TCC location at a time when the college has not been closed due to a more generalized inclement weather condition (e.g., winter storm or hurricane). B. Alerts. Each campus and the District Office have been provided one or more National Oceanic Atmospheric Administration (NOAA) weather all-hazard radios. The National Weather Service (NWS), in cooperation with emergency management, provides alerts for more than just weather events. This is the early warning system and provides critical information necessary to protect life and property in a timely manner. Therefore, these radios should be placed in area(s) were they can be monitored by personnel during college and campus operating hours. The radios should have battery backup, and should be left in the active mode with volume high enough so that alert notifications will be heard. A weekly test is conducted at 11:30 a.m. every Wednesday. 1. The NOAA radio should be set for the Norfolk transmitter, frequency , Call Sign KHB37. This will provide signal reception within a 40-mile radius from the transmitter. 2. Additionally, the radios have the ability to select Specific Area Message Encoding (SAME) codes. The following SAME codes are recommended for TCC radios. A full listing of SAME codes can be viewed at If assistance is needed in configuring the radio settings, the Director of Emergency Preparedness should be contacted. 2 Appendix F EMERGENCY OPERATIONS PLAN Annex 4 TORNADO/SEVERE WEATHER C. Definitions (from the National Weather Service, Wakefield, VA website at Severe Thunderstorm Watch. NWS Wakefield issues a Severe Thunderstorm Watch before severe thunderstorms have developed, when conditions in the atmosphere favor development of organized, or relatively widespread severe thunderstorms. Severe Thunderstorm Warning. NWS Wakefield issues a Severe Thunderstorm Warning when severe weather is either occurring or will occur within a specific time (usually 60 minutes within one or several counties). A thunderstorm on radar is determined, after analysis to be capable of producing ¾: hail or larger, or produce damaging winds capable of blowing down trees, or damage to permanent structures. Tornado Watch. NWS Wakefield issues a Tornado Watch before tornadoes have developed; when conditions are favorable for the development of severe thunderstorms that could produce tornadoes in and close to the watch area. Their size can vary depending on the weather situation. According to the NWS, they are usually issued for duration of four to eight hours. They normally are issued well in advance of the actual occurrence of severe weather. During the watch, people should review tornado safety rules and be prepared to move a place of safety if threatening weather approaches. Tornado Warning. NWS Wakefield issues a Tornado Warning when tornadoes are either occurring or will occur within a specific time (usually 60 minutes) within one or several counties. A thunderstorm on radar is determined, after analysis, to be capable of producing a tornado, or someone has spotted a tornado, a funnel cloud, or reported damage characteristic of a tornado. D. Procedures for Tornado Watch 1. Upon notification of a Tornado Watch being issued for the area, the Campus Provost or designated successor will notify the Campus Incident Management Team (IMT). 2. The Campus Provost will ensure the campus s NOAA weather all-hazard radio is properly set and monitored. 3. Other radios and communication devices should be checked to ensure they are charged and operable if needed. 4. Information regarding the Tornado Watch should be disseminated to individuals on campus to remain alert for the duration of the Watch. 5. Normal campus activities should continue with campus officials remaining alert for approaching storms by monitoring the NOAA radio, local radio, and television broadcasts as well as by observing the weather conditions as they change. 3 Appendix F EMERGENCY OPERATIONS PLAN Annex 4 TORNADO/SEVERE WEATHER E. Procedures for Tornado Warning 1. Upon notification of a Tornado Warning being issued for an area that includes the area of the TCC location or reports of a tornado being observed in the immediate area, the Campus Provost or designated successor will establish the Campus Command, assuming the role of Incident Commander. Campus Command resources will be activated as deemed appropriate, including directing that all building occupants take shelter. Individuals in out-buildings, modular, portable, or shed-type structures should seek shelter in the main campus buildings. When feasible, Campus Command will notify the TCC Emergency Management Coordinator (the Executive Vice President or designated successor). 2. Upon receipt of such notification, Building Wardens will direct all occupants to proceed to designated areas in each building as indicated in the appropriate attachment. If time permits, windows and doors should be closed and latched. To permit individuals who may be outside to take shelter inside buildings, exterior doors should not be locked. 3. Upon passage of the severe weather, the Campus Command will convene the IMT in the designated location and assess the nature and extent of any damage sustained by the campus. a. A rapid assessment for life-threatening conditions will be made before releasing building occupants from their safe shelter areas. If any such conditions are identified, the affected area will be secured by Campus Security and personnel will be directed away from the area. b. The Campus Command will report damage sustained and any immediate assistance required to the Emergency Management Coordinator as soon as feasible. c. Emergency conditions requiring first-responder support (e.g., fire, personnel injuries, exposed power lines, hazardous material exposure, etc.) resulting from the severe weather will be reported directly to the local authorities by calling 911. d. A more thorough, initial damage assessment will be conducted, in coordination with the Director of Facilities Management & Services to identify repairs necessary to facilities and systems before normal operations can be resumed. The results will be reported to the Emergency Management Coordinator. 4. All instructions for suspension of services such as canceling classes, closing of buildings, releasing of employees, etc., will be in accordance with the college s Inclement Weather Procedures. Pass Building All occupants should assemble in rooms 114,117,133,135,145, the counseling office, and the faculty office area. 2. Whitehurst Building All occupants should assemble in the main hallway that runs from room 2030 to room 2059 (away from the glass storefront by room 2063). 3. CO-2 Building At the onset of a tornado warning, occupants within the building should secure their office/classroom areas and seek shelter in the Pass or Whitehurst buildings. 4. Modulars (CT2, CT3) Occupants should secure their offices/classrooms, remain together and seek shelter in the main hallways in Pass or Whitehurst buildings, away from exterior doors and windows. In the Pass building seek shelter in the adjacent hallway outside of the Learning Resource Center staying away from glass and exterior doors and windows. 5. Academic Building Occupants should seek shelter in the following locations throughout the building: a. First Floor: rooms 4103 or 4105 or the main classroom hallway staying away from exterior doors or windows. Occupants in the Assembly Space, room 4102 should shelter in the corridor behind outside room 4102A and stay away from exterior doors and windows. b. Second Floor: rooms 4202, 4209 and if needed 4207 or the main classroom hallway. c. Third Floor: rooms 4310, 4311, and Due to overhead glass in the hallway, this area should not be used for sheltering in wind events. 6. Student Center - Occupants should seek shelter in the following locations throughout the building: a. First Floor: use hallways outside of restroom and bookstore areas and hallway outside of mechanical space. Stay away from loading dock area, exterior doors and windows. b. 6 c. Second Floor: Use corridor outside restrooms and TV lounge area; conference room 3214 and corridors on either side of this space. Stay away from exterior doors and windows. d. Third Floor: Close folding wall in multi-purpose room 3300 and use interior corridor, staying away from exterior doors and windows. Use corridor outside room 3310 staying away from exterior windows. 7. The Regional Automotive Center Classrooms 104, 108,110, 112, and 114 being cautious of interior glass. If additional space is needed, use the main hallway outside of the restroom area away from exterior doors and windows. 8. Tri-Cities Center - Occupants within the TCC spaces of the building should secure their office/classroom areas and seek shelter in interior spaces; following the directions of the ODU staff. Andrews Building - Occupants on the first floor should go to the rear of the Student Services area, away from the glass area. Occupants on the second through fourth floors should go to the inner hallways and classrooms of the second and third floors, avoiding glass window areas. Classrooms without windows are 1206, 1211, 1306, 1311, and Martin Building - Occupants on the first floor and mezzanine should go to the basement, which provides shelter for 250 persons. Persons with a Physical Disability should be assisted to the second floor hallways and avoid glass window areas. Occupants on the second through sixth floors should go to the inner hallways and classrooms of the second through fourth floors, avoiding glass window areas. Classrooms without windows are 2301, 2306, 2307, 2401, 2406, and Walker Building - Occupants on the first floor should go to rooms 3118 and Occupants on the second through fourth floors should go to inner hallways and classrooms of the second and third floors, avoiding glass window areas. Classrooms without windows are 3209 and Roper Center for the Performing Arts - Occupants on the first floor should go to the main lobby area, avoiding glass window areas. Occupants in the lecture rooms or the multi-purpose rooms should move to the hall areas. Occupants in the theater should remain in their seats. Occupants on the Monticello Avenue side of the building should move into a stairwell or into the theater area away from glass windows. 5. Student Center Occupants on the first floor should go to the kitchen area (5105A0 or the men s restroom (5103) or women s restroom (5104). Occupants on the second floor should seek shelter in the men s restroom (5203) or women s restroom (5204), study rooms (5206, 5207, and 5208). Occupants of the Child Development should seek shelter in the interior spaces (5215). Occupants of the third floor should go to the Student Activities Office storage room (5310C), or either the men s restroom (5303) or women s restroom (5304). On the fourth floor occupants should seek shelter in men s restroom (5403) or women s restroom (5404). Occupants on the fifth floor should use the Multipurpose space (5509), closing the room divider to the hallway area or seek shelter in the men s restroom (5503) or women s restroom (5504). Building A: First Floor 1. Welcome Desk Staff and Security Officers: Ensure that people standing in the lobby area are informed and instruct them to seek shelter in the restrooms on the first floor. Once lobby is cleared, then staff seeks shelter in Security Office (room A 108). 2. Dean of Languages, Mathematics, and Sciences: Ensure that office staff in division are moved into storage room (A 103A); ensure that students in A 107 and A 105 move into the stairwell 1 at the east end of Building A (next to vestibule 2); and check to see if there are people in the Forum and move them to stairwell 2 for safety. Look outside to see if anyone is near the building and quickly advise them to take shelter inside. 3. Faculty in classrooms A 109 and A 111 seek shelter in the Learning Assistance Center (room A 110) and, if necessary, in the Testing Center (room A 153B) which connects by internal door to the LAC. (LAC staff promptly unlocks the door when tornado warning is announced). 4. Staff in the First College Offices (A 114 B, C, and D) seek shelter in A 114 A (storeroom). 5. Staff in the Business Offices and in Admissions and Records stay in their offices and shut their doors (this would include any students currently being served in the office). 6. Campus personnel in rooms A 121, A122, and A 126 will shut the doors to their offices and remain in the office since these do not have any windows. 7. Counselors and classified staff in Counseling Office move into room A 134 or room A 147 and close door. Ensure that any students in the offices move into these secure areas as well. 8. The Dean of Student Services and personnel and/or students in that office moves into room A 150A and close the door. The Dean ensures that any students in the Answer Center area seek shelter in the Admissions and Records offices. 9. Staff in the Office of Veterans Affairs move into rooms A 151A and/or A 151B and shut the doors. Please also ensure that any students in the office at the time also move into those two areas. 10. 10 11. Staff in the Women s Center offices move into the stairwell next to their office (stairwell 3) 12. Staff in the Financial Aid Offices move into room A 152 and shut all doors to other areas, ensuring that any students being served also stay in this area. B. Building A: Second Floor 1. In the Learning Resources Center (LRC: room A 240), the librarians will ensure that everyone in the library seeks shelter either in room A 214, A 241, or rooms A 240G, 240H, or 240I. 2. Faculty teaching in classrooms A 202 and A 203 will take their students and go into stairwell 2 (immediately across from the freight elevator ). 3. Faculty teaching in rooms A 206 and A 209 will take their students into stairwell 1 on the east end of the building. 4. Faculty teaching in room A 210 will take their students into the bathrooms on the second floor and shut the doors. 5. Faculty teaching in rooms A 213, A 215, and A 217 will take their students into stairwell 3 at the west end of the building. 6. The provost and staff in the Provost s Office will seek shelter in room A 212C. 7. The provost will tell the people in the lobby A 213A to seek shelter in the designated areas in the library. C. Building B: First Floor 1. Nursing Program Office staff move into room B 101A (storage room). Nursing faculty in offices with windows move into rooms B 107, 109, 111, and 117 (simulation rooms); those in offices with no windows, shut door and stay in office. 2. Nursing faculty and students in classrooms B 103 and B 104 seek shelter in stairwell 1 (near nursing program office). Nursing faculty and students in B 114 and B 115 seek shelter in faculty office corridor (suite of offices in B 106) 3. Faculty in offices B 119 suite that have windows, go into corridor outside your office, close your office door and stay in center of the corridor. 4. Faculty and students in classrooms B 125, B 126, and B 129 stay in classroom and shut door(s) to classroom. 5. Faculty and students in classrooms B 128 seek shelter in classroom B 129 and shut the door. 6. Faculty and students in classroom B 130 seek shelter in corridor where faculty offices 119 are located. 7. Faculty and students in classroom B 124 seek shelter in classroom B 125 and shut door. Faculty and students in B 214 seek shelter in room B 215 (developmental biology lab). 16. First Floor: Multi-purpose rooms E122, E124 and E126 staying away from exterior doorways. 2. Child Development: Use interior corridor staying away from exterior doors and windows. 3. Second Floor: room E202 TV lounge, interior hallway area outside room E201 Reception; and exterior stairwells 1 and 2 staying clear of 3 rd floor glass areas. 4. Third Floor: room E301C Yoga; corridor in vending area staying away from exterior glass; and exterior stairwells 1 and 2 moving down steps to stay clear of 3 rd floor glass areas. I. Truck Driving Center, Suffolk. All occupants should go to hallways, staying as far from windows and exit door as possible. The last person leaving an office or classroom area should close the door to that area to protect the hallway occupants from flying glass and debris. J. Visual Arts Center. Visual Arts Center - All occupants should go to the first floor center hallway, staying as far away from windows and exit doors as possible. The last person leaving an office or classroom area should close the door to that area to protect the hallway occupants from flying glass and debris. Lynnhaven Building ( E ) Occupants should use rooms E 146, E 147, E 114, E 109, E 118, E 180, E181 or go to hallways, staying as far from exit doors as possible. Child Development should use hallway outside restroom connecting E152A & E152B. 6. Pungo Building ( F ) Occupants should use rooms F 116, F 117, F 125, F 147, F 126, F 201, F 136, or go to hallways, staying as far from exit doors as possible. The last person leaving an office or classroom area should close the door to that area to protect the hallway occupants from flying glass and debris. 7. Virginia Beach Building ( G ) Occupants should use rooms G 134, G135, G108 or go to hallways, staying as far from exit doors as possible. The last person leaving an office or classroom area should close the door to that area to protect the hallway occupants from flying glass and debris. 8. Advanced Technology Center ( H ) All occupants should go to interior hallways, staying as far from exit doors or glass walls as possible. The last person leaving a classroom or office should close the door to protect hallway occupants from flying glass and debris. 9. First Floor: Meeting spaces L102 and 103, center row of stacks along the columns, and the back wall of the stacks in the children s area. Interior study rooms L112 thru L120, L122, and L123 could be used if needed. 2. Second Floor: Classrooms L201 and L202, along the interior wall behind stacks at top of the stairwell, center row of stacks along the columns. Interior study rooms L217 thru L225 and corridor in staff are could be used if needed. 12. Regional Health Professions Center ( M ) All occupants should go to interior stairwells (2 or 3) at the end of each wing. Do not use the center stairwell due to glass. Also available are interior hallways, staying as far from exit doors or glass walls as possible.
