1 TOWN OF WILTON Town of Wilton Zoning & Code Changes Sections in RED are to be added or removed as indicated within the following code sections (plus other instructions): 1. Ch Revise section as follows: A.(1) Change Roadways within the town to Town Roads. B.(1) Change All s to Site Inspection Fee. 2. Ch Revise section as follows: A.(7)(e) Detailed layout of proposed system showing septic tank, distribution box, leach lines (including all sizes, specifications and dimensions) and a section through the system. The minimum distance separation between the bottom of an individual age disposal system and the seasonal high groundwater, bedrock or impervious layer shall be increased from two feet to four feet for new construction. 3. Ch. 109, Attachment 4 (sketch of Catch Basin Grate): Change the grate opening alignment for catch basin grates so the opening aligns with the gutter flow line as shown in revised sketch. (See Attached) 4. Revise Zoning Map & Ch. 129 attachment 11 schedule E (RB-1) to Combine RB-1 & RB-2 zones. (Eliminate zone Schedule F (RB-2), along Route 50). Change front setback for all uses to 30. Revise Ch. 129 attachment 21 schedule O (CR-2) to allow 10,000 SF max. building(s) size for retail in CR-2 and add restaurant use. (See Attached) 4A. Ch. 129 Revise attachment 11 schedule E (RB-1) to allow additional uses; (Nursery/Garden Centers/Landscape services; Small Business Office ( 10,000GSF all Bldgs.); Small Retail Business ( 10,000GSF all Bldgs.); Bed-andbreakfast facility; Restaurant (no Drive Thru service); Self-Service Storage Facility. (See Attached) 5. Ch. 107: Delete the following sections: A C Add/Revise: B (1) Lighting standard shall be Sternberg twelve-foot ornamental model # 2512-TFP5, A 453 Globe, black finish, with 120-volt mogul base. 150-watt high-pressure sodium lamp, and a Type III refractor, House Side Shield Attachment, or Sternberg of Hanover with BP Head or approved equal. Other exterior site/building lighting should be of similar style. Lighting power supply and maintenance shall be provided by property owner B (3)(b) Between intersections, lights shall be installed approximately every 75 feet, staggered on opposite sides of the right-of-way along the sidewalk and within property owner s lot starting approximately 35 feet from adjoining property lines; C Sidewalk landscaping Sidewalk landscaping design requires approval by the planning board and shall be on a sitespecific basis with guidance from the following. Article VIIIC. H-1 Hamlet District Ch Revise section as follows: Page 1 of 3
2 B (1) The required front 15 feet shall be reserved as a municipal easement for amenities, including but not limited to a five-foot sidewalk, municipal, water and utilities, and a level grass area. Ornamental light poles and uniformly spaced street trees of mixed species should be located within the right-of-way on the building side adjacent to sidewalk and property line, with maintenance responsibility retained by the property owner. A five-foot sidewalk shall be installed on a best fit route along the property line in the right-of-way with approval from the authority having jurisdiction over the roadway. The grass area adjacent to the sidewalk shall be properly graded and B (5) Storage, loading and docking areas, dumpsters, utility boxes and other uses shall should be to the rear of the building and screened from the road and adjacent neighboring parcels. Acceptable screening shall be landscaping, fencing and/or other design. 6. Ch Revise section as follows: A.(8) Add sentence at end of paragraph. An engineered curtain perimeter-drain system off-set from foundation, designed and stamped/signed/inspected/certified by a P.E., will be allowed to lower the groundwater elevation in the vicinity of the house to meet the 3 separation requirement. 7. Ch B. Delete Sentence: All subdivisions in excess of 24 dwelling units containing a street more than 1,000 feet in length shall have two means of access. 8. Ch : Definitions: Delete Under Open Space Subdivision delete Cluster Subdivision definition and replace with: CONSERVATION SUBDIVISION Conservation subdivisions are characterized by common open space and clustered compact lots. The purpose of a conservation subdivision is to protect farmland, open space and natural resources while allowing for the maximum number of residential lots under current community zoning and subdivision regulations. 9. Ch B. Fee Schedule Revise as follows: (1) Residential projects. Revise as follows: (1) No more than two one signs attached and one detached, which require a permit, are allowed per establishment. Except in the case where a parcel fronts on two different roads, no more than one attached sign and two detached attached signs and one detached sign shall be allowed. 22. Ch A. Revise as follows: An accessory building of square feet. 23. Ch C. Add the following: (7) Illuminated digital media signs, excluding traveling, flashing, or blinking lights shall be allowed in Zone C-1 only: a. Message display shall not change at a frequency of less than 30 Seconds. No animated images and no animated messages shall be permitted.
