1 COMMUNITY DEVELOPMENT DEPARTMENT DEVELOPMENT REVIEW DIVISION PROJECT STATUS REPORT December 31, 2012 The following report describes permit activity on major projects in process with the Development Review Division through the end of A. CURRENT PROJECTS (Currently in the development review process): 1. Monterey Place (Leitcher House site, 667 Monterey): Mixed-use project including a hotel and rehabilitation of the historic house. The project includes 23 residential units, 24,000 square feet of commercial uses, and a 12-room hotel (bed & breakfast). Project Status: The project was conceptually reviewed by the Architectural Review Commission (ARC) on April 16, 2012 and the Cultural Heritage Committee (CHC) on July 23rd. Final design approval was granted by the ARC on October 1, Review by the Planning Commission and final project approval by the City Council is expected to be completed by April, San Luis Obispo Coastal School District Project: 1642 Johnson General Plan Amendment and Planned Development Rezoning to High-Density Residential (R-4) for a proposed 88-unit residential project. Project Status: Project is undergoing environmental review. The Planning Commission held a public scoping meeting for the Environmental Impact Report on May 9, The Planning Commission is tentatively scheduled to review the Draft EIR in March, Serra Meadows (Prado Road, Margarita Area Tracts) Tracts 2342 and 2353 in the western part of the Margarita Area were approved for approximately 170 dwelling units and business park/office development along the Prado Rd. frontage. Project Status: Grading permits have been issued and model homes are under construction. Final maps and public improvements plans are currently being reviewed. The applicant is proposing modifications to the conditions of approval to facilitate the construction of Prado Road and the feasibility of the project. Proposed modifications are scheduled for the Planning Commission on January 9, 2013 and the City Council on February 19, French Hospital Pavilion Building (1911 Johnson) A proposed new pavilion building involving architectural review, height variance and modification to the French Hospital Master Plan. Project Status: An Administrative hearing to review modification to the Master Plan and ARC review are anticipated to be completed in spring, 2013.
2 Page 2 5. SLOBREW (736/738 Higuera) A relocation of SLOBREW from Garden Street to Higuera Street. The new location would allow expansion of the restaurant, brewery, and entertainment functions of the establishment. The first floor is proposed for the restaurant/bar and brewery with outdoor dining provided on Higuera and along the creek. The second floor would contain the concert venue/auditorium, with a roof level patio proposed atop the creek side of the building. Project Status: The Use Permit was approved by the Planning Commission on July 11, Save Our Downtown appealed the decision. After continuing the public hearing on September 25 th, the Council denied the appeal on November 20, 2012 with modified conditions. Design review at the CHC and ARC is scheduled for January and February, 2013, respectively. Project Planner: Marcus Carloni Aerovista A proposed new office building of 37,000 square feet. Project Status: Under preliminary review to be scheduled for ARC final design approval. 7. Chevron Tank Farm Project (276 Tank Farm Road) A remediation/restoration and development project, including ultimately approximately 800,000 square feet of commercial/industrial uses and associated parking, landscaping, open space, bicycle/pedestrian trails, and infrastructure. Project Status: The EIR is currently being prepared. Project Planner: Phil Dunsmore 8. Wingate Subdivision (3725 Orcutt) A proposed 78-lot subdivision in the Orcutt Specific Plan Area consisting of 76 parcels for single family residential, one lot for public park, and one lot for a multifamily building of 70 units. Project Status: Initial review underway of tract map application. B. ON-GOING PROJECTS (Approved land use entitlements - preparing for building permits, in plan check, or under construction): 1. Chinatown Project (most of block bounded by Palm, Morro, Monterey and Chorro) A mixed use project consisting of commercial space (retail/restaurant/office), hotel, and residential condominiums. The approved project includes commercial retail (46,000 sf), 32 residential condominium units, and a 78-room hotel. Project Status: The project has now received its land use entitlements and the applicants are preparing the plans for the first phase of the project. The Yung
3 Page 3 building has been demolished and the parking lot reconfigured on Palm Street to facilitate the first phase of the development along Monterey Street. 2. Humbert Street Housing Authority project: A market rate and affordable project consisting of 80 condominium units. Project Status: The first phase of the project is nearing completion /1814 Osos St. (Alano Building): Renovation of the existing building and a new mixed-use project on the adjacent site. Project Status: The final parcel map has been recorded and the seismic retrofit has been completed. Project Planner: Doug Davidson 4. Pacific Courtyards (1321/1327 Osos St) Mixed-Use project on the parking lot adjacent to the Seventh Day Adventist Church across Pacific St. from Mission Medical. Project proposes approximately 10,000 sq. ft. of office and 12 residential units. Project Status: Project has received its final approval from the ARC Marsh (Foster s Freeze site) Mixed use project at the corner of Marsh and Nipomo containing 7,000 sq. ft. of commercial area and 13 residential units. Project Status: Project has been approved by the ARC. 6. Mission Estates (Tract 2990, Lawrence Drive) Single-family residential project of 10 units for Lawrence Drive, Tract Project Status: The Tract Map recorded in September, 2011 and Architectural Review was approved on December 16, Building permits have been issued and the project is under construction. 7. Four Creeks (Creekston and Laurel Creek): These two adjacent projects are made up of several parcels on Orcutt Road near Broad Street. The Creekston project proposes 86 dwelling units ranging one-bedroom units, courtyard homes, lofts, and single-family residences, including 3 affordable units. Also proposed is Commercial Service space and a day care facility. Laurel Creek proposes 180 dwellings including cottages, mansions and manors. Laurel Creek will provide 2 Inclusionary affordable units and 10 additional affordable units under the State s BEGIN program. Project Status: The first phase of the Laurel Creek has been completed. Building modifications have been approved for future phases. /Doug Davidson
4 Page 4 8. Long-Bonetti Ranch (3897 S. Higuera) Proposed new commercial development encompassing the historic ranch buildings, including amending the Higuera Commerce Park Specific Plan. Project status: The Specific Plan amendments have been approved by the Planning Commission the City Council. The CHC reviewed the design plans in August, 2009 and the ARC granted final approval on February 17, Project Planner: Phil Dunsmore 9. Garden Street Terrace SLO Partners, LP; 1119 Garden: Mixed-use downtown project bordered by Garden, Broad, Marsh & Garden Alley. Project Status: The City Council certified the EIR with the recommended Reduced Development and No Public Parking Alternatives on June 1, The City Council passed a resolution granting final approval to the project on November 1, The revised project includes 48 hotel rooms, 8 residential units, and 25,000 sq. ft. of retail, including a market. 10. Naman Project (1029 Chorro) Proposed project includes seismic retrofit of the Johnson Building (796 Higuera, 1029 Chorro) and retrofit and façade renovation of Chorro St. Project Status: Architectural Review was approved on July 27, South Street Apartments (ROEM Corporation) Affordable housing project of 43 units on the McCarthy s Steel site. Proposed project is 3-stories in height, approximately 48,000 sq. ft. in building area. Project Status: Project rezoning was approved by the Planning Commission and City Council in January/February 2011 and final design approval was granted by the ARC on March 21, Calle Joaquin Tire Store General Plan Amendment/Zone Change for 3 properties on Calle Joaquin 1445 (Automobile Club of Southern California), 1443 (formerly Starlet Café restaurant), and 1433 (Motel 6). The Rezoning from Commercial Tourist to Commercial Service would allow the restaurant site to redevelop as a tire store. Project Status: The General Plan Amendment/Rezone was approved by the Planning Commission on March 23, 2011 and the City Council on April 19, The Director approved the tire store use in the C-S-S zone on September 2, 2011 and the ARC granted final design approval on October 3, The project is currently under construction.
5 Page Marsh Street Commons A mixed-use project at the corner of Nipomo and Marsh Streets including approximately 3,000 sq. ft. of commercial development on the Marsh Street frontage with four residential units above. The project also includes seven residential units on the Nipomo Street frontage. Project Status: Project is under construction Broad St. A mixed-use project of 4,000 square feet of commercial space and 8 residential units. Project Status: The Architectural Review and Use Permit were approved in A revision to the architecture plans was approved in January, Building permits have been issued and the project is under construction. 15. ICON project (1340 Taft) Mixed-use project containing commercial space (approximately 4,000 sq. ft.) and 7 housing units located at the intersection of Taft and Kentucky at the California Blvd. southbound exit off of 101. Project Status: The ARC reviewed the project in March and May and granted final design approval in June. This decision was appealed to the City Council. On August 7, 2012 the Council denied the appeal and the project was granted final approval. 16. SESLOC (3807 Broad St.) A proposed campus master plan for SESLOC Federal Credit Union consisting of a 35,000 square foot headquarters building and a 5,000 square foot retail branch. Project Status: The project received a conceptual review by the ARC on August 20, 2012 and final design review on October 15 th. An administrative hearing for the use permit was approved on September 7 th.
