The ordinance requires that landlords register their units with the City. The City will be collecting information on the current rent amount and other related information for every rental unit that is subject to the Rent Stabilization Ordinance (RSO). Landlords will have 30 days to register all rental units. The registration period starts on July 24, 2017 and it ends on August 23, Failure to register a unit can lead to substantial penalties including but not limited to a fine of $ per unit. All Registrations of Rental Units Must Be Completed Online by completing the registration form found on the web at To assist you on the registration process, a pin number has been assigned to your property which is located on the top right corner of this notice (BHrent PIN). You will need this pin number in order to begin registering units following 3 easy steps: 1. Login to 2. Enter Assessor Identification Number (AIN) and BHrent PIN 3. 6 CITY OF BEVERLY HILLS RENT STABILIZATION PROGRAM RENTAL UNIT REGISTRATION FORM INSTRUCTIONS Earlier this year, the Beverly Hills City Council enacted amendments to the Rent Stabilization Ordinance. Pursuant to the Beverly Hills Municipal Code (Section A and A), Landlords will have 30 days to register every rental unit that is subject to the provisions of Chapter 5 or Chapter 6 of Title 4 of the Code. The registration period starts on July 24, 2017 and it ends on August 23, Registration is complete when all required information is provided to the City, including the amount of rent that is being charged for each rental unit. INSTRUCTIONS: To ensure accuracy and avoid delays, all forms should be completed online at Your property has been assigned a PIN Number which you will need in order to set-up an account, the PIN Number is located on the top right corner of the Notice Requiring Registration of Rental Units. Please follow the instructions from this Notice to set-up your account. The Rental Unit Registration Form consists of 3 parts: PART 1 PROPERTY INFORMATION A. Property Information: address, APN, number of units, and year constructed. B. Property Owner (on title): contact information for property owner including: name; specification of type of ownership, such as a Trust, LLC, or individual; phone number; address, mailing address, business license number and business license expiration date. You received this form because your property is subject to the provisions of the City s Rent Stabilization Ordinance. The Rental Unit Registration form must be completed online for every rental property that is subject to the Ordinance. Once a landlord is in receipt of the notice to register from the City, he/she is required to complete the registration form, the registration period starts on July 24, 2017 and it ends on August 23, What happens if I do not submit the form? Pursuant to recent amendments to the Ordinance (BHMC A and A), landlords must register every rental unit that is subject to the provisions of Chapter 5 or Chapter 6 of Title 4 of the Beverly Hills Municipal Code. Partial information constitutes an incomplete form, and registration is not considered complete until all required information, including the landlord s emergency contact information, is provided to the City. Failure to register a unit can lead to substantial penalties including but not limited to a fine of $ per unit. 3. What if I do not know all the answers to the questions regarding each of my rental units? Each question should be answered to the fullest possible extent. Once the City receives the completed form from a landlord, the, tenants of that Landlord will receive a Registration Notice of Rent Reported by Landlord. Tenants may dispute or clarify discrepancies by providing supporting documentation to the City. A tenant may also contact the City and request the rent information provided by their landlord. 4. What if I submit my Unit Registration form to the City and later realize I need to update information? For questions or changes to the registration form after submittal, please contact City staff at the Rent Stabilization Program Hotline (310) What kinds of rental properties are subject to the provisions of the Rent Stabilization Ordinance? All multi-family rental unit properties, including duplexes, are subject to the provisions of the Rent Stabilization Ordinance (BHMC Title 4 Chapter 5 and Chapter 6). 1 RSO-004
9 6. Who should be listed as the Emergency Contact? The best emergency contact may be the property owner or property manager; however, the person who is most directly able to respond in case of an emergency at your property should be listed. The name, address and telephone number of a designated emergency contact are required to be listed on the form. 7. I am a new Landlord and do not know the Effective Date of the Last Rent Increase or the Date When Tenant First Occupied the Unit. If you do not know the Effective Date of Last Rent Increase, or Date When Tenant First Occupied the Unit, please contact City staff at (310) How should I fill out the form if the unit is currently vacant but I plan on renting it later this year? Select the Vacant box under Tenancy Information, and skip to complete Section B and provide Tenancy History for Vacant Units. 9. I currently live in one of my rental units; do I still need to submit the Rental Unit Registration form? If a landlord lives in one of their rental units and simultaneously rents the remaining units, the Unit Registration form must still be completed to fulfill the mandatory registration requirement. 10. Can I submit my Registration Form via facsimile (fax) or via ? No. The only way to submit the Rental Unit Registration Form is online through the Rental Unit Registration portal at: If you need assistance to complete the Rental Unit Registration Form, individual appointments with City staff are available. To request assistance, Landlords must contact the City and schedule an appointment at (310) How do I know if my Registration Form is complete? When the landlord submits the registration form online through the Rental Unit Registration portal at landlord will receive a confirmation indicating the registration form was received. Once the information is verified, the landlord will receive an from the City confirming that the Registration of Rental Units for the property is complete. 12. Will the Registration information become public record? Documents submitted to a government agency are subject to disclosure under the California Public Records Act (CPRA). 13.
