POLICY ITEM: Depot District Project Area Strategic Plan Implementation Project Priority No. 1: Station Center Project BUDGET IMPACTS: n/a EXECUTIVE SUMMARY: Staff is proposing an amendment to the Design Guidelines to allow developers to build stand-alone parking structures in lieu of podium-parked structures with amenity decks. Staff s consultant Lo-ci will present an overview of the proposed change to the Board. REDEVELOPMENT ADVISORY COMMITTEE RECOMMENDATIONS: The RAC recommends approval of the amendment, with the addition that the top of any parking structure wrapped by buildings along the street wall must be not taller than the surrounding development. ANALYSIS & ISSUES: During its initial review of basic concept drawings provided by Boyer Cowboy Station, L.C. for Parcel 1 (see map for location), staff determined it would be beneficial to make one change to the Design Guidelines to allow developers to build stand-alone parking structures that are substantially screened from public rights-of way, instead of fully concealed, centrally-located parking structures with amenity decks. The adopted plan emphasizes mid-block amenity decks over common podium parking structures. It was intended that portions of these decks would be accessible to the public during reasonable hours. These decks will likely be elevated above ground level at least one story and therefore public access would be via staircases from public sidewalks. The change proposed in this memo will allow developers to build a standalone parking structure in lieu of a one-story podium parking structure with an amenity deck as originally contemplated by the Station Center Implementation Strategy. This alternative will allow developers to provide shared parking, provide light and air to the ground level of both sides of surrounding buildings, more easily phase and maximize construction of surrounding buildings and 451 South State Street, Room 418 // Salt Lake City, UT // //

2 also provide easily accessible at-grade pedestrian corridors through the centers of the blocks. Stand-alone parking structures will be allowed in lieu of podium parking with amenity decks when the equivalent public amenity, such as at-grade pedestrian connections, is provided. The design of exposed parking structure walls from the street will be subject to approval by the Station Center Design Review Committee. Staff proposes making the following amendment to the Design Guidelines: Current Language: Structured Parking Design Standard No. 1 Parking structures shall be located in the center of development parcels and shall be wrapped with retail, office or residential uses. Proposed Language: Structured Parking Design Standard No. 1 Parking structures shall be no taller than its surrounding development, be located in the center of the development parcels and shall be substantially screened from public rights-of-way by retail, office or residential uses. PREVIOUS BOARD ACTION: January 13, 2015: Board approves a term sheet with attached Design Guidelines for a Request for Qualifications for Parcel 1 of the Station Center Project.
