The problem must be solved quickly, easily and, as cheaply as possible. New big scale urban developments are therefore not the solution. The problem must be tackled away from all the conflicting interests of stakeholders concerned with returns from investments on expensive undeveloped land. The answer to the problem lays in the sum of many small scale interventions. That is to say: less orthodox ways of city making. We propose an intervention in the very heart of Malmö, where life vibrates like nowhere else, due to the constant coming and going of people, the presence of students and tourists. That s where young people want to be. Ground space is scarce, but what about the rooftops? There are many potentially usable rooftops in the centre. (Just imagine the rest of the city!) And with all this space the city could be densified with around 900 new dwelling s in a surprising environment and offer plenty more space for activities that would enrich Malmö s scene. Taking Åhléns rooftop as an illustrative example: The building owner would rent the rooftop according to a simple allocation plan. The construction of any bungalow can be financed by the building owner, by any individual willing to do so or together with a hotel investor. Bungalows are occupied during all year by young professionals that pay rent to the building owner. Students also pay rent to building owners. During summer, when there is always mobility of students, vacant bungalows can be rented to tourists. Tourists pay the hotel, that pays rent to the building owner. Hotels get their investment back through the surplus charged per night, since staying at a bungalow on a rooftop in Malmö is an extraordinary experience. Universities can participate in this process by leading design research activities. Students design, test and build bungalows as part of practical educational programs. -1/5-

2 2 Student designed bungalows can be for living or working, and the universities can for example install computers there to be used by anyone within restrictions, which would be very useful for tourists in the summer. It isn t expected that every rooftop project is implemented at once and delivered totally ready to use. Communities take time to mature, to create what it need to allow a sense of belonging. A rooftop development can start with one or just a few bungalows. Once tenants are settled, appropriation of some outside space and even some common features starts creating a better environment. When this protocommunity is stable, more bungalows can be added; new people will move in and may benefit from the help of settled tenants. In the end a community is created and will always evolve each time someone moves out and new people move in bringing new interests and ideas. Dealing with problems in a smaller scale makes problem solving more flexible, thus easier and faster. Every small step is feasible right away. Impossibilities are less likely, since each step is simple and comprehensible. And by delegating parts of the design and implementation to a diversity of users and stakeholders will definitely create a greater sense of belonging. There isn t a brilliant design to build on rooftops. Like for anything else in the city diversity and adaptability must be the keys. Different people will always have different ideas on how to relate with others, how a communal space should be like, or even what kind of shape and size of windows they prefer. Anyone moving to a rooftop will always be able to adapt everything to their likes and needs, perceiving it as an authentic experience of belonging.
