MINUTES: Approval of the minutes of the December 7, * Chadwick moved approval of the minutes of the December 7, 2017 meeting as presented; second by Kiser and the motion was approved with a unanimous 9-0 vote. CONSENT AGENDA: * Sundaran moved approval of the Consent Agenda with staff stipulations; with revised stipulations on Item 3, and a finding that the right-of-way dedication is necessary and proportional to the proposed development on Items 2-5, and the

Consider And Act On A Final Plat For Lots 1 & 2, Block A Luna Center Addition For An Approximately Acre Tract Located On The Northeast Corner Of Belt Line Road And Luna Road. Case No FP1 Luna Center Addition Lots 1 & 2, Block A. Case Coordinator: Molly J. Coryell. 3. Consider And Act On A Final Plat For Castle Hills-Phase 10 Carrollton Addition For An Approximately 111-Acre Tract Located In The Vicinity Of The Northwest Corner Of Josey Lane And Parker Road. Case No RP2 Lot 1R, Block 1 Operation Kindness. Case Coordinator: Molly J. Coryell. PUBLIC HEARING 6. Hold A Public Hearing To Consider An Ordinance Amending The Zoning On An Approximately 10.5-Acre Tract Zoned PD-5 For The (LR-2) Local Retail District And Located On The Northeast Corner Of Old Denton Road And Raiford Road To Amend Planned Development District 5 To Allow For Multifamily, Townhomes, Restaurant, And Retail Mixed-Use With Development Standards; Amending The Official Zoning Map Accordingly. Case No Z1 Furneaux Creek Square (Raiford). Case Coordinator: Loren Shapiro. Chief Planner Loren Shapiro presented the case for 285 multi-family units and over 43,000 sq ft of commercial, retail, and restaurant type uses on the lower levels. The west side of the property would contain the mixed use and parking garage in the interior of the site. He explained that the City Council denied the request in October 2017 with prejudice which allowed the applicant to re-apply within a year. The proposed plan more clearly reflects connectivity to the City s trail system and provides exhibits including building elevations, site plan and landscaping plan that better depict the connectivity. The other item addressed was the appropriateness of multi-family on the site. Dick Calvert, Calvert & Company Architects, 1001 W. Main Street, stated he simplified the drawings submitted with the original case and added renderings of surrounding neighbors. In addressing some of the concerns heard at the City Council meeting, he stated that there was no way to prohibit the leasing of the condominiums; the applicant fully intends to connect to the City s trail with a stipulation for four connections if needed and he noted they would have to work with the City on where to make the connections due to the topography of the property and in order to meet accessibility requirements. He noted that one of the restaurant locations would have a patio that opens to Furneaux Creek Park. He explained that adding Pent House type suites facing the park would be a challenge because the finished floor can t be more than 55 feet high and still meet Code requirements but they would include it if requested. He stated there would be 26 townhomes; half would face Raiford Road and half would face the Park. He stressed that the units would be
3 PLANNING & ZONING COMMISSION MINUTES JANUARY 4, 2018 PAGE 3 condominiums rather than apartments and would sell between $200-$250 square foot. He noted particular finishes and stated that two of the buildings would have structured parking garages. He explained that typically a maximum of 25% of the units could be leased with approval of the property owner association. He also noted that the businesses would also own their space. Chair Averett opened the public hearing; seeing no speakers, he opened the floor for discussion or a motion. * Kraus moved to close the public hearing and approve the ordinance amending the zoning on Case No Z1 Furneaux Creek Square with staff stipulations; second by Chadwick and the motion was approved with a unanimous 9-0 vote. 7. Hold A Public Hearing And Consider An Ordinance To Amend The Zoning On An Approximately Acre Tract Zoned Downtown Transit Center, Urban Fringe And Urban General, Located On The East Side Of Denton Drive, And North Side Of Hutton Branch Creek To Establish A Planned Development To Allow For The (SF-5/12) Single Family Residential And The (SF-TH) Single Family Townhouse Residential Districts; Amending The Official Zoning Map Accordingly. Case No Z1 Creekside At Thomas Park. Case Coordinator: Loren Shapiro. Shapiro presented the case to allow a transitional area to allow townhome and a single-family detached product. The zoning would create a neighborhood containing two single-family detached products on 30 and 40 foot wide lots and townhomes. The development would include pocket parks and open space to the hike and bike trail along Hutton Creek. He stated the Council approved the design as a catalyst for the area being just north of the DART station. Staff recommended approval with the development regulations proposed. Bill Gietema, Arcadia Realty, 3500 Maple Avenue, Dallas, stated the site is the closest single family site to the DART station in Downtown Carrollton. He used a map to show the walk time to the station and noted it would be a 12 minute walk to Downtown. He addressed the design and economic goals and talked about the philosophy of the plan. He noted that all of the homes would be served by an alley. He used renderings and photos to describe the proposed homes and streets. He explained that MIT did a study in the Metroplex looking at neighborhoods that had open space and found that the closer a home gets to open space, the more valuable it is; approximately 23% more than the same home 1,700 feet away. He stated that the trees are for traffic calming and for urban microclimate management. He added that 79% of the homes front on open space. Kiser voiced a concern about emergency access for alley entrances that dead-end. Mr. Gietema explained that the fire service would not use the alley; it would use the street at the front of the homes. He explained the requirement that homes must be within 140 feet of a public right-of-way which is the hose pull distance so they adjusted the plan to meet the Fire Code requirements and referred to Raiford Crossing that has the same geometry. He also noted there would be a common area for staging the trash cans. Kraus asked about the location of the street trees with regard to utilities. Mr. Gietema stated that when they lay out the utilities, they would keep a consistent area for the trees. He noted that 100% of the water would be under the street and described the one instance where there would be a wet utility down the center line of the alley which has been worked out with staff. Chrisman asked about connection to the Green Trail and Mr. Gietema replied there would be a connection but they had not completed the landscape architecture on the park yet.
4 PLANNING & ZONING COMMISSION MINUTES JANUARY 4, 2018 PAGE 4 Diamond asked about the price point for the proposed casitas and villas and Mr. Gietema provided the price points for all of the housing types. Denholm noted the distance between the garage and the alley and asked about visibility of the driver to see another vehicle on the alley. Mr. Gietema stated they would have a fence setback requirement of three feet from the property line. Sundaran asked about visitor parking. Mr. Gietema replied that street parking would be allowed on the public streets in front of the homes and noted that in many cases, homes are only on one side of the street. Chrisman asked about the possibility of the number of homes increasing. Mr. Gietema explained there could be a change in the mix of homes but the street network would not change. Denholm noted that due to homes fronting on open space, it would be difficult for drivers to see addresses. Mr. Gietema explained that visitor parking would be on the street and the home would be accessible by the sidewalk and he further noted that it had not been a problem in the past due to house styles and colors. Chair Averett asked about fencing along Denton Drive and voiced a concern with open fencing where the alley stops. Mr. Gietema stated they had the same concern and while there would still be a wrought iron fence with masonry, they plan to use landscaping to mask the ends. Chair Averett stated he really didn t like the alley coming out to Cotton Street and would prefer it swing down to the south. He also voiced a concern with the possibility of 110 homes rather than the currently proposed 93. He would like to see a maximum number of townhomes or something that prohibits townhomes from becoming the predominate category. Mr. Gietema stated he was confident this was the plan they would go with and stated they could go with a lower number or set a maximum number of townhomes. Kiser questioned the mingling of the casitas and villas and Mr. Gietema replied that from a practical standpoint, that s where the models would be located. He further explained that the overlap in the pricing was not only due to the size of the home but also with finishes and additional spaces. Chair Averett opened the public hearing and invited speakers to address the Commission. Janice Carloy, 1605 Denton Drive, voiced a concern about drainage because her home had flooded in the past; asked about access to the open space for residents outside the neighborhood and voiced concern about people parking on Denton Drive. Mr. Gietema stated they would have underground drainage that, for the most part, would go to Hutton Branch. He also stated the open space would be publicly accessible but privately maintained. With regard to parking on Old Denton, he noted it would be regulated by the City. Delryn Fleming, 1503 Jackson Street, stated she wasn t opposed to the plan but was anxious about the part that occurs privately. She felt that the impact of a driveway on Cotton would be a long wait for a lot of people. She felt that the impact on the sewer, water, streets and traffic were huge concerns. Chair Averett asked staff about the timeframe for addressing the streets in the existing neighborhood and asked if the manner of development of the proposed neighborhood would affect the design and character of the existing area. Tom Hammons replied that the improvements to the streets would be
5 PLANNING & ZONING COMMISSION MINUTES JANUARY 4, 2018 PAGE 5 after major construction on the proposed neighborhood and he further noted that the type of improvements had not been determined. He stated they would work with the neighborhood on those issues. Victor Patterson and Mario Ozuna, 1008 Park Avenue, stated they weren t necessarily in opposition but were concerned with privacy of their back yards being visible by two story homes. Ryan Miller, 1622 N. Denton Drive, voiced concern with integration into the current neighborhood; line of site driving north and south on Denton Drive; and fencing along the alleys that are adjacent to the existing neighborhood north and south. In response to the concerns, Mr. Gietema stated they couldn t agree to just single-story homes but for those with privacy concerns, they would be willing to replace their fencing if the property owner was willing to allow them to work on their property. With regard to line of site, he stated that the pattern book would include regulations that the side of a home has to be regulated architecture and if the back of the home is also visible, it would be treated the same. Chrisman stated while he appreciated the offer of the applicant to replace fences, he believed it was not something the City could legally stipulate. Legal staff agreed. * Chadwick moved to close the public hearing and approve Case No Z1 Creekside At Thomas Park with staff stipulations; second by Kraus and the motion was approved with a unanimous 9-0 vote. OTHER BUSINESS: a. Election of Vice-Chair and Second Vice-Chair Sundaran nominated Kiser for Vice Chair; second by Denholm and the nomination was approved with a unanimous 9-0 vote. Kiser nominated Kraus as 2 nd Vice Chair; second by Chadwick and the nomination was approved with a unanimous 9-0 vote. b.
