3 Castilleja del Arroyo 20-Year Property Improvement Plan ( ) 2017 Update 1. Introduction Since 2008, the CDA HOA has been implementing a 20-year Property Improvement Plan. The CDA Board of Directors has made a conscious effort to aggressively schedule these property improvements in order to accomplish the following as quickly as possible: Increase our safety and security Increase property values Improve our living conditions Planning and saving for this began in 1996, when annual funding of the association s reserves was increased significantly, and financial planning was improved. During , the first project in the 15-year plan was completed, which was replacement of building roofs and roof drains. Since then, an additional 15 projects have been completed. In the next 7 years, 8 more projects are scheduled. The following three projects are scheduled for 2017: Pool Area Renovation Phase 4 complete landscaping Common Area Maintenance Phase 6 Fill in the interior circle at the center property entrance to bring that area up to the elevation of the surrounding walkways and terrain. Common Area Maintenance Phase 7 Replace the clubhouse that was removed from the property with a replacement structure enclosing front entrance. The 24 projects in this CDA 20-Year Property Improvement Plan are divided into four types, which are described in the following sections. Building Maintenance Phase 1 through 5 described in section 2 Common Area Maintenance Phase 1 through 6 described in section 3 Pool Area Renovation Phase 1 through 5 described in section 4 Safety and Security Phase 1 through 8 described in section 5 Sections 2 through 5 of this 20-Year Plan list the CDA projects, along with their estimated implementation schedules and brief explanations. 3

4 2. CDA Building Maintenance Property Improvement Projects and Schedule The 5 phases of CDA Building Maintenance Property Improvement are listed in Table 1. The first 3 phases are complete as shown. Projects Year(s) Status Building Maintenance Phase 1 Replace building roofs, drains complete Building Maintenance Phase 2 Renovate laundry rooms complete Building Maintenance Phase 3 Install building infiltration trenches complete Building Maintenance Phase 4 Repaint building stucco and trim 2020 planning Building Maintenance Phase 5 Replace building roofs, drains 2029 planning Table 1 CDA Building Maintenance Property Improvement Projects The first phase of the building maintenance property improvement was to replace the building roofs, which was completed in In 2014, there was a fire in Unit 78 that quickly spread to other Units. This resulted in 6 Units being destroyed and 2 other Units receiving significant damage. The investigation of this fire revealed two flaws in the replacement roof design that contributed to the rapid spread of the fire: 1) the new roof was built above the old existing roof with a significant gap between the two, and 2) there were no firebreaks between the old and new roofs. This combination provided a tunnel for the Unit 78 fire to spread more quickly to the other Units. Figure 1 shows the newly designed roof above these fire damaged Units. It s hard to see in the picture, but this roof has four major improvements: 1) the old roof was removed, 2) firebreaks are installed under the roof between the Units, 3) the roof slopes from the front to the back, and 4) water is removed through scuppers, so there are no roof drains in the middle of the Units. The roofs installed in are scheduled to be replaced in 2029, shown as Phase 5 in Table 1. However, because of the flaws in these roofs, the CDA Board is considering replacing these roofs earlier than scheduled. A decision on this will be made at a later time. Figure 1 Replacement Roof Units 78, 80, 82, 84 Phase 4 of the building maintenance projects will be repainting the stucco and trim, potentially in different colors. This is planned for 2020, and the CDA HOA members will be able to participate in selection of the colors. 4

5 3. CDA Common Area Maintenance Property Improvement Projects and Schedule The 5 phases of CDA Common Area Maintenance Property Improvement are listed in Table 2. Figure 2 shows a recent picture of some of the trees that were planted along the arroyo during Phase 3 in These Coast Live Oaks are native to California, and have more than doubled in size since they were planted. They are expected to get feet high in a few years. Figure 2 also shows the unit fences that were replaced in 2014 as discussed in section 4. During Phase 4, trash compactors were installed, one on each side of the CDA complex. The compactor on the 1009 side is pictured in figure 3. These compactors save CDA more than $10,000 in trash removal costs every year. Phase 5 of the common area projects will be replacement of the driveway asphalt, which is planned for At that time, the Board also plans to replace the carport roofs (Phase 6) and may reconfigure the parking spaces. 5 Figure Trash Compactor

6 4. CDA Pool Area Maintenance Property Improvement Projects and Schedule The 5 phases of CDA Pool Area Renovation Property Improvement are listed in Table 3. In 2013, concrete pads were placed at the back of the pool area (Phase 1 in Table 3) in preparation for placing structures in that area in as part of Phase 3 of the pool area renovation. These structures include a trellis-covered area, shower, drinking fountain, seat, and storage room as shown in figure 5. This phase will be competed by the end of In addition, the area will be appropriately landscaped in 2017 as Phase 4. In 2020, the interior of the pool will be resurfaced and the tile and coping will be replaced. Although we have labeled this Phase 5 of the pool area renovation in Table 3, it is also a return to the normal periodic maintenance of the pool. Figure 5 - Phase 3 Pool Area Structures 6

7 5. CDA Safety & Security Maintenance Property Improvement Projects and Schedule The first 5 of the 8 phases of the safety & security projects listed in Table 4 are now complete. While the primary purpose of each of these projects is to increase safety and security, these projects also increase our property values, and improve our living conditions. Phase 2 in 2013 replaced the arroyo fence, as shown in figure 2. Phase 4 replaced unit fences as pictured in figure 6, and Phase 5 widened the driveways as shown in figure 7. In 2017, safety will be improved with the Phase 6 project to fill in the circle in the interior of the center property entrance to make that area level with the elevation of Figure 6 - New Unit Fences the surrounding walkways and terrain. This will eliminate stairs and ramps and will allow the residents greater mobility and safety. This will also enable us to landscape this area to make it more useful and attractive. 8 In 2017, we will be replacing the clubhouse that was removed from the property more than 20 years ago by the property developer, and never replaced. This was located at the rear of the property behind the pool area. Instead of replacing the clubhouse at that location, we are going to move it to the front entryway where it will be more functional., as well as taking a major step in creating our CDA security perimeter. In addition, this will provide us with a large interior common area for residents (with a small bathroom), a recreation area, an enclosed area for the mailboxes, new meeting rooms for the members and the Board, and a small office area for on-site management. Windows on both floors will give views primarily of the inside of CDA, although some windows will view the street. The Conceptual exterior views for the new entryway are shown in figures 8 and 9. Conceptual floor plans for the new entryway are shown in figures 10 and 11.
